In its conclusions of 29 June 2012, the European Council invited its President to develop, in close collaboration with the President of the Commission, the President of the Eurogroup and the President of the ECB, a specific and time-bound road map for the achievement of a genuine economic and monetary union, which includes concrete proposals on preserving the unity and integrity of the internal market in financial services.

The Council also welcomes the emphasis the communication places on democratic reforms and inclusive economic development, as well as on the existing cooperation frameworks in the region, in particular the Union for the Mediterranean (UfM) and the 5+5, and notes the role of the League of Arab States.

3. The Council welcomes the unanimous endorsement by the extraordinary session of the Foreign Ministers of the Arab League held on 6 January in Cairo of a plan for the immediate election of the president, the formation of a national unity government and the adoption of a new electoral law.
