By means of Commission Decision 2005/56/EC , the Commission created the Education, Audiovisual and Culture Executive Agency (hereinafter referred to as the Agency) and entrusted it with the management of Community action in the fields of education, audiovisual and culture.

Emphasises that the EU’s coordinated active labour market measures such as publicly funded work programmes for young people, and the creation of new, sustainable and good jobs – which are properly remunerated – and new businesses, as well as the promotion of a business culture in schools, incentives for new initiatives, technical assistance for start-ups, administrative simplification to speed up formalities, local service networks to facilitate management, and links with universities and research centres to promote product and process innovation, recognition of voluntary work as professional experience and the promotion of entrepreneurship are essential elements for successfully tackling youth unemployment and supporting inclusive growth; emphasises that EU funding available for young people from instruments such as the European Social Fund, the mobility programmes (Erasmus, Socrates, Leonardo) and the YOUTH programme should be used in a more effective, accessible, transparent and coordinated way, because the diversity of funding makes it difficult for youth organisations to access funding that answers their needs; stresses the need for funding for young people that is easy accessible, can be managed by volunteers and small organisations where applicable, and allows overarching measures to be funded that integrate several dimensions such as employment, mobility, social integration and cultural activities;

Reminds the Commission that the development of cultural heritage is inextricably linked to public use and enjoyment of it and that cultural heritage should be managed in a sustainable manner in view of its transitory nature; considers, too, that the management of cultural heritage should necessarily be economically viable and consequently play a part in improving the socio-economic conditions in which people live;

Points out that the practice of certain collective management societies (chiefly in the field of music) to use distribution rules to promote non-commercial but culturally important works contributes to the development of culture and cultural diversity; recognises in addition, the cultural and social activity of collective management societies, which thus also become vehicles of public authority;

Calls on the Commission, when examining the issue of collective management societies, to take due account of the cultural dimension of the collective management of rights, since the rights of artists and right-holders are protected by national legislation, by the Berne Convention, the TRIPS and the WIPO treaties and by several EU Directives; whereas collective management societies are governed at national level in conformity with the existing national, European and international regulations, and the rules regulating collective management societies vary from one EU Member State to another because of historical, legal, economic and, above all, cultural diversity;

In fact, as Community law stands at present, there is no legal basis for supporting cultural cooperation projects beginning in 2005. The extension decision needs to be adopted so that a call for project proposals, properly prepared by the 'Culture 2000' programme management committee, can be published to attract European cultural operators.
