Recalls the structural problem with the financing of the decentralised agencies under Heading 3 and its effects on other political priorities, the reasons for which are to be found in the current Financial Regulation; stresses the need to reconcile these aspects and will endeavour to find a solution based on the real needs of each agency and policy; reminds the Commission of the need to provide mid-term programming, including accurate budget estimates, on the development of the decentralised and the executive agencies and to take a critical look at the Financial Regulation in terms of making it less bureaucratic;
