– having regard to the declaration of the World Summit on Food Security, adopted in Rome in 2010, to the Principles for Responsible Agricultural Investment that Respects Rights, Livelihoods and Resources (PRAI), and to the Food and Agriculture Organisation (FAO)’s Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT),

AWARE of the importance of principles set out in the 1992 Rio Declaration on Environment and Development in the context of securing sustainable forest management, and in particular of Principle 10 concerning the importance of public awareness and participation in environmental issues and of Principle 22 concerning the vital role of indigenous people and other local communities in environmental management and development;

United Nation Conference on Environment and Development (UNCED): at the UNCED in Rio de Janeiro (June 1992), the Participating States set out the principles underlying the management, conservation and ecologically viable exploitation of all types of forest in the Rio Declaration on Environment and Development.

The Council, recalling its earlier Conclusions, remains committed to the implementation of the Rio Declaration on Environment and Development Agenda 21 and the Forest Principles and reiterates its support for promoting the management, conservation and sustainable development of all types of forests.

The European Union remains committed to the implementation of the Rio Declaration, Agenda 21 and Forest Principles and reiterates its support for promoting the management, conservation and sustainable development of all types of forests.
2. De Europese Unie blijft zich engageren voor de uitvoering van de Verklaring van Rio, Agenda 21 en de "bosbouwbeginselen" en bevestigt haar steun aan de bevordering van het beheer, de instandhouding en de duurzame ontwikkeling van alle soorten bossen.

a) a strong Political Declaration to reconfirm Agenda 21, the Rio Declaration and the Forest Principles. These are the landmark documents that guide us on the path to sustainability in the new Millennium; b) a legally-binding commitment at COP 3 of the UN Framework Convention on Climate Change for a 15% reduction of the emissions of CO , CH and N O together below the 1990 level by the year 2010 must be agreed upon, as well as mandatory and recommended policies and measures, including harmonized ones, to ensure that this target is achieved; c) the creation of an Intergovernmental Negotiation Committee with a precise mandate and calendar to negotiate a global convention on forests, to be open for signing at the latest in the year 2000; d) new initiatives in key areas, notably fresh water, energy including the rapid establishment of a high-level intersessional forum of the CSD and eco-efficiency in the use of resources, inter alia taking into account the factor 4 concept for the medium term, and to provide the means of implementation for the realisation of agreed tangible results; e) the implementation of the various work programmes of the Biodiversity Convention and the completion of the Biosafety Protocol by 1998; f) urging the First Conference of the Parties to the "Convention to Combat Desertification in those Countries experiencing serious Drought and/or Desertification, particularly in Africa", to implement new forms of cooperation in the struggle against desertification; g) the reaffirmation of the integrated character of the environment, economic development and social development as well as the necessity of an integrated approach to reach sustainable development, including in relation to policies on investment and trade.
d) nieuwe initiatieven op essentiële terreinen, met name zoet water, energie, met inbegrip van de spoedige instelling van een intersessioneel CDO-Forum op hoog niveau, en eco-efficiëntie bij het gebruik van hulpbronnen, onder andere rekening houdend met het concept van factor 4 voor de middellange termijn, alsmede de verstrekking van de nodige middelen voor de totstandbrenging van gezamenlijk overeengekomen tastbare resultaten ; e) de tenuitvoerlegging van de diverse werkprogramma's van het Biodiversiteitsverdrag en de afronding van het protocol inzake bioveiligheid tegen 1998 ; f) een beroep op de Eerste Conferentie van de Partijen bij het Verdrag ter bestrijding van woestijnvorming in de landen die te kampen hebben met ernstige droogte en/of woestijnvorming, in het bijzonder in Afrika, om nieuwe samenwerkingsvormen ten uitvoer te leggen voor de bestrijding van woestijnvorming ; g) het opnieuw bevestigen van de verwevenheid van milieu, economische ontwikkeling en sociale ontwikkeling, alsmede de noodzaak van een geïntegreerde aanpak om tot duurzame ontwikkeling te komen, ook met betrekking tot het handels- en investeringsbeleid.
