The 1997 Intergovernmental Conference adopted Declaration 38 on voluntary activities, which was attached to the Final Act of the Treaty of Amsterdam and recognises the important contribution made by voluntary service activities to developing social solidarity.
De intergouvernementele conferentie van 1997 heeft Verklaring 38 betreffende vrijwilligerswerk goedgekeurd, die aan de slotakte van het Verdrag van Amsterdam is gehecht en waarin de belangrijke bijdrage van het vrijwilligerswerk aan de ontwikkeling van de sociale solidariteit wordt erkend.

10. Declaration 38 on voluntary service activities, which is attached to the final act of the Treaty of Amsterdam, recognises the important contribution made by voluntary service activities to developing social solidarity and states that the Community will encourage the European dimension of voluntary organisations with particular emphasis on the exchange of information and experience as well as on the participation of the young and the elderly in voluntary work,
10. (19) Whereas participation in the voluntary service activities covered by this Decision should be purely voluntary; whereas such activities should be non-profit-making and the host project should constitute a vehicle for informal educational activity on the part of young volunteers and whereas that activity can therefore in no case be equated with employment;
(19) Overwegende dat de deelname aan de in dit besluit bedoelde vrijwilligerswerkacties op louter vrijwillige basis dient te geschieden en dat het hierbij zou moeten gaan om activiteiten zonder winstoogmerk, waarbij het ontvangstproject een informele onderwijsactiviteit voor de jonge vrijwilliger vormt en dat deze activiteit derhalve in geen geval kan worden gelijkgesteld met een baan;

6. Support for these activities is intended to encourage, on the one hand, the development by these networks of innovative practical European voluntary service activities and, on the other hand, the integration within these networks of a European voluntary service dimension.
6. De steun aan deze acties is bedoeld om, enerzijds, de ontwikkeling van innoverende concrete Europese vrijwilligerswerkactiviteiten door deze netwerken en, anderzijds, de integratie van de dimensie van Europees vrijwilligerswerk in deze netwerken aan te moedigen.

1. This Decision establishes the Community action programme 'European Voluntary Service for Young People`, hereinafter referred to as the 'programme`, concerning European voluntary service activities within the Community and in third countries for young people legally resident in a Member State.
1. Bij dit besluit wordt het communautaire actieprogramma "Europees vrijwilligerswerk voor jongeren" vastgesteld, hierna "programma" genoemd, betreffende de activiteiten van het Europees vrijwilligerswerk binnen de Gemeenschap en in derde landen voor legaal in een lidstaat verblijvende jongeren.

In order to encourage mobility among young people as part of active citizenship, their practical participation in the creation of European solidarity and their active integration into society and to promote, and give young people the chance of acquiring, an informal educational experience in a variety of sectors of activity, which may be one of the foundations of their future development, the Community intends to support European voluntary service activities within the Community and in third countries, measures to follow up those activities and European cooperation measures designed to develop the quality and the European dimension of those activities.
Om de mobiliteit van jongeren in het kader van een actief burgerschap aan te moedigen, hun concrete deelname aan de totstandbrenging van een Europese solidariteit te stimuleren, hun actieve integratie in de maatschappij te versterken, een informele onderwijservaring in verschillende sectoren te bevorderen en hen in staat te stellen deze ervaring op te doen, waardoor een basis voor hun toekomstoriëntatie kan worden gelegd, is de Gemeenschap voornemens om steun te verlenen aan activiteiten betreffende het Europees vrijwilligerswerk binnen de Gemeenschap en in derde landen en follow-up van deze activiteiten alsmede aan acties op het gebied van de Europese samenwerking die bedoeld zijn om de kwaliteit en de Europese dimensie van deze activiteiten te ontwikkelen.

The Community will support European voluntary service activities within its borders and in third countries.
De Gemeenschap zal steun verlenen aan activiteiten betreffende het Europees vrijwilligerswerk binnen de Gemeenschap en in derde landen.

In the spirit of the conclusions of 30 November 1994 on the promotion of periods of voluntary service in the field of youth, it recognises the efforts made by the Member States and encourages the participation by young people in voluntary service activities to be developed in third countries, including developing countries, with which the Community has concluded association or co-operation agreements.
In de geest van de conclusies van 30 november 1994 over de bevordering van het vrijwilligerswerk voor de jeugd, erkent de Raad de inspanningen van de Lid-Staten en moedigt hij de deelneming aan van jongeren aan vrijwilligerswerk in derde landen, met inbegrip van ontwikke- lingslanden, waarmee de Gemeenschap associatie- of samen- werkingsovereenkomsten heeft gesloten.

Today, at the instigation of Edith Cresson, the European Commission has proposed that a voluntary service programme be launched, to allow young Europeans to show solidarity by taking part in activities in other countries, in specific fields such as the fight against social exclusion, humanitarian aid, protection of the environment, and cultural activities. Drawing on the experience gained through its 1996 pilot project, which will have enabled some 2 500 young people to participate in such activities, the Commission now wishes to move into top gear: the "European voluntary service for young people" programme, covering the period 1998-2002.
Op initiatief van mevrouw Edith Cresson heeft de Europese Commissie vandaag voorgesteld een programma voor vrijwilligerswerk te lanceren, waardoor de Europese jongeren in staat worden gesteld op concrete wijze blijk te geven van hun solidariteit: bestrijding van maatschappelijke uitsluiting, humanitaire hulp, milieubescherming, cultureel werk enz. Gezien de ervaring die zij in 1966 heeft opgedaan met haar proefproject dat zo'n 2.500 jongeren in staat heeft gesteld activiteiten op dat gebied te ontplooien, wilde de Commissie thans tot de volgende fase overgaan; het programma "Jonge burgers voor Europa" , voor de periode van 1998 t/m 2002, heeft tot doel op termijn hiervan 100.000 jongeren te laten profiteren.

8. Reference is made to the definitions used by the Commission in its Communication of 30 April 2004 on common objectives for voluntary activities of young people , in particular regarding voluntary activities and voluntary service.
8. Verwezen wordt naar de door de Commissie gehanteerde definities in haar mededeling van 30 april 2004 inzake gemeenschappelijke doelstellingen voor vrijwilligersactiviteiten door jongeren , met name wat betreft vrijwilligersactiviteiten en vrijwilligersdienst.
