The European Union and its Member States have kept their place as the world's largest aid donor in 2014. They provided more than half of the Official Development Assistance (ODA) reported last year to the Development Assistance Committee of the Organisation for Economic Co-Operation and Development (OECD/DAC). This is demonstrated by data published today by the Organisation for Economic Co-Operation and Development (OECD).
Uit gegevens die vandaag door de Organisatie voor Economische Samenwerking en Ontwikkeling (OESO) zijn bekendgemaakt, blijkt dat de Europese Unie en haar lidstaten in 2014 meer dan de helft van alle officiële ontwikkelingshulp (ODA - Official Development Assistance) verstrekten die vorig jaar aan de Commissie voor Ontwikkelingsbijstand van de OESO (OESO/DAC) is gerapporteerd. De EU en haar lidstaten bleven dan ook de grootste donor ter wereld.

The European Union should as part of this commitment therefore aim to ensure over the period 2014-2020 that at least 90% of its overall external assistance be counted as official development assistance according to the present definition established by the OECD Development Assistance Committee (DAC).
Met het oog hierop moet de Europese Unie er daarom naar streven dat in de periode 2014-2020 ten minste 90% van haar totale externe hulp kan worden aangemerkt als officiële ontwikkelingshulp volgens de huidige definitie van de Commissie voor ontwikkelingsbijstand (DAC) van de OESO.

1. Stresses the fact that all but two of the seventeen countries covered by the European Neighbourhood Policy Instrument (ENPI) are classified as developing countries by the Organisation for Economic Co-operation and Development's Development Assistance Committee; notes, in this context, that although the ENPI entails the promotion of poverty reduction, it has not effectively contributed to a steep drop-off in poverty rates and improving the socio-economic situation in many ENP countries; insists therefore that the eradication of poverty and the achievement of the UN Millennium Development Goals (especially on health and education) become the primary and overarching objectives throughout the implementation of the ENPI assistance;

Pierre Schapira (PSE ), in writing . – (FR) Strengthening the European Neighbourhood Policy (ENP), as detailed in this report, requires a deepening of cooperation between the two shores of the Mediterranean via a heightened dialogue between governments, local authorities and representatives of civil society. It is also essential to remember that the ENP must follow the line set by the European Union’s development policy. Almost all the countries to the south and east of the Mediterranean are developing countries, according to the official list drawn up by the OECD’s Development Assistance Committee. Achieving the millennium development goals should therefore be a priority of EU action in the region.

In its resolutions, Parliament has already frequently pointed out that the main aim of the draft strategy papers has not been the elimination of poverty. They have thus not met the requirements of official development aid as defined by the OECD Development Assistance Committee.
In zijn resoluties heeft het Parlement er al vaak op gewezen dat het primaire doel van de voorstellen voor strategiedocumenten niet de uitbanning van armoede is. Zij voldoen dus niet aan de criteria voor officiële ontwikkelingshulp, zoals vastgelegd door het Comité voor Ontwikkelingssamenwerking van de OESO.

The Council commends the efforts made to link the impact assessment of Community assistance with the fulfilment of the Millennium Development Goals (MDGs) and is encouraged by the Commission's intention to develop this aspect in its work by developing a system of indicators for monitoring country performance in close cooperation with Member States and the Development Assistance Committee (DAC) of the OECD.
De Raad prijst de inspanningen die worden geleverd om de evaluatie van de impact van de communautaire hulp te koppelen aan de vervulling van de millenniumdoelstellingen voor ontwikkeling, en heeft vertrouwen in het voornemen van de Commissie dit aspect in haar werkzaamheden uit te bouwen door het ontwikkelen van een systeem van indicatoren waarmee de landenprestaties kunnen worden gecontroleerd.

With this Communication, the Commission intends to deliver on and go beyond the spirit and objectives of the recommendation of the Development Assistance Committee of the OECD (DAC) on the untying of ODA (Official Development Assistance) from April 2001 and to implement the commitment made by the Union at the Barcelona European Council in March 2002 to pursue the discussion on this subject.
Met deze mededeling tracht de Commissie wat de geest en de doelstellingen betreft, voort te bouwen op en verder te gaan dan de aanbeveling van de Commissie voor ontwikkelingsbijstand (DAC) van de OESO van april 2001 over de ontbinding van officiële ontwikkelingshulp (ODA) en de door de Unie tijdens de Europese Raad van Barcelona van maart 2002 aangegane verbintenis om de behandeling van deze aangelegenheid voort te zetten, te honoreren.

The sustainable development indicators developed by the OECD Development Assistance Committee should be used as preliminary indicators to monitor the impact of EC co-operation programmes and policies. The Council calls on the Commission to use internationally agreed environmental indicators, such as those developed by the OECD/DAC for country reviews and reporting, and to continue to support international efforts further to develop sustainable development indicators.
De door de Commissie voor ontwikkelingsbijstand (Development Assistance Committee, DAC) van de OESO ontwikkelde duurzame-ontwikkelingsindicatoren moeten als preliminaire indicatoren worden gebruikt voor het toezicht op de gevolgen van ontwikkelingsprogramma's en beleidslijnen van de EU. De Raad dringt er bij de Commissie op aan gebruik te maken van internationaal overeengekomen milieu-indicatoren, zoals de door de OESO/DAC ontwikkelde indicatoren voor de onderzoeken en verslagen per land, en de internationale inspanningen voor de ontwikkeling van duurzame-ontwikkelingsindicatoren te blijven steunen.
