Whereas Council Directive 74/150/EEC of 4 March 1984 on the approximation of the laws of the Member States relating to the type-approval of wheeled agricultural or forestory tractors(4), as last amended by the Act of Accession of Spain and Portugal, lays down that the necessary provisions for the implementation of the EEC type-approval procedure in respect of individual tractor parts or characteristics should be specified in special directives; whereas the provisions relating to roll-over protection structures and their attachments to tractors were laid down by Directives 77/536/EEC(5) and 79/622/EEC(6), as last amended by the Act of Accession of Spain and Portugal; whereas these two Directives cover respectively dynamic and static testing procedures - either of which may be employed by manufacturers for the present - and relate to standard tractors, that is, tractors having a maximum ground clearance of 1 000 mm and a fixed or adjustable track width of one of the driving axles of not less than 1 150 mm and weighing between 1,5 and 4,5 tonnes in the case of tractors covered by the 'dynamic testing' directive and not less than 800 kilograms in the case of tractors covered by the 'static testing' directive;
Overwegende dat in Richtlijn 74/150/EEG van de Raad van 4 maart 1974 inzake de onderlinge aanpassing van de wetgevingen der Lid-Staten betreffende de goedkeuring van landbouw- of bosbouwtrekkers op wielen(4), laatstelijk gewijzigd bij de Akte van Toetreding van Spanje en Portugal, is vastgesteld dat de noodzakelijke bepalingen voor de tenuitvoerlegging van de EEG-goedkeuringsprocedure voor elk van de onderdelen of kenmerken van de trekker in bijzondere richtlijnen moeten worden vastgelegd; dat de bepalingen inzake kantelbeveiligingsinrichtingen en de bevestiging daarvan aan de trekker zijn vastgelegd in de Richtlijnen 77/536/EEG(5) en 79/622/EEG(6), laatste- lijk gewijzigd bij de Akte van Toetreding van Spanje en Portugal; dat deze twee richtlijnen, waarvan één betrekking heeft op dynamische proeven en de andere op statische proeven - waaruit de fabrikanten voor het ogenblik kunnen kiezen -, van toepassing zijn op standaardtrekkers, dat wil zeggen trekkers met een maximum vrije hoogte van 1 000 mm en een instelbare of vaste spoorbreedte van één van de aangedreven assen van 1 150 mm of meer, terwijl de massa bij trekkers zoals bedoeld in de richtlijn "dynamische proeven'' tussen 1,5 en 4,5 ton bedraagt en bij trekkers zoals bedoeld in de richtlijn "statische proeven'' ten minste 800 kg bedraagt;
