Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Further to agreement reached in the Conciliation Committee between the European Parliament and the Council on 9 March 2000, the Council adopted the Directive on the approximation of the laws of the Member States relating to insurance against civil liability in respect of the use of motor vehicles and amending Directives 73/239/EEC and 88/357/EEC (Fourth Motor Insurance Directive).

The First Council Directive 72/166/CEE on motor vehicle insurance established the basic principles for ensuring the free movement of motor vehicles, viz. the abolition of frontier checks on insurance and compulsory insurance against civil liability for motor vehicles in the EU. Four other directives on motor vehicle insurance were subsequently adopted to supplement this system by providing enhanced protection for persons involved in road-traffic accidents.

AIR POLLUTION FROM MOTOR VEHICLES Pending Parliament's Opinion the Council held a debate on the proposals amending Directives 70/220/EEC and 88/77/EEC and providing for: - in the case of the first Directive, a further stage in the reduction of pollutants emitted by light commercial vehicles, through alignment of their emission limit values on those set in Directive 94/12/EEC for passenger cars pending, with a view to stage 2 000, a fundamental rethink of the Community approach to motor vehicle pollution; - in the case of the second Directive, = firstly, an extension of the special arrangements for small diesel engines until 30 September 1999, by prescribing a reduction in the limit value for particulate emissions to 0,25 g/kWh (instead of the current 0,61 g/kWh), on the grounds that those engines cannot yet meet the 0,15 g/kWh limit to be complied with from 1 October 1995 under Directive 91/542/EEC; = secondly, a statistical method to check production conformity.
