Definition: Disorders in which normal patterns of language acquisition are disturbed from the early stages of development. The conditions are not directly attributable to neurological or speech mechanism abnormalities, sensory impairments, mental retardation, or environmental factors. The Council agreed on a general approach, pending the European Parliament's opinion in first reading, on a draft directive aimed at strengthening disclosure and capital requirements for the trading book and re-securitisation instruments in the banking sector and preventing remuneration policies that generate unacceptable levels of risk.

Recital 9 of the proposed codification should thus read as follows: ‘National metrological rules cover numerous categories of measuring instruments and products. This Directive should lay down the general provisions dealing, in particular, with EC pattern approval and initial verification procedures, as well as EC methods of metrological control. Implementing directives covering the various categories of instruments and products will lay down the technical requirements as to design, functioning and accuracy, the control procedures and, where appropriate, the conditions under which Community technical requirements are to replace the national provisions in force’.
Overweging 9 van het codificatievoorstel wordt dan als volgt gelezen: "Overwegende dat de nationale metrologische regelingen een groot aantal categorieën meetmiddelen en producten betreffen ; dat het nuttig is in de onderhavige richtlijn de algemene bepalingen vast te stellen die met name betrekking hebben op de procedures van de E.E.G.-modelgoedkeuring en de eerste E.E.G.-ijk alsmede van de communautaire metrologische controle ; dat in bijzondere uitvoeringsrichtlijnen voor elke categorie meetmiddelen en producten de voorschriften zullen worden vastgelegd inzake de technische uitvoering , de werking en de nauwkeurigheid , de keuringsmodaliteiten alsmede eventueel de voorwaarden waarop de communautaire technische voorschriften in de plaats treden van de bestaande nationale voorschriften".

In the codified version of the act, therefore, Article 1, paragraph 3, should read as follows: ‘No Member State may, on the basis of this Directive and the separate directives relating to it, prevent, prohibit, or restrict the placing on the market and/or entry into service of an instrument or of a product described in paragraph 1 if that instrument bears EC marks and/or signs in accordance with the conditions laid down by this Directive and by the separate directives relating to the instrument in question’.

The Council adopted a Directive on measuring instruments accepting all amendments voted by the European Parliament in second reading (9681/4/03).
