TRADUCTIONS EN CONTEXTE

It will use innovative HVDC VSC (High Voltage Direct Current-voltage source converters) equipment and constitutes a first important building block in the modular development of an offshore grid.
Bij het project zal gebruik worden gemaakt van innovatieve HVDC VSC-apparatuur (hoogspanningsgelijkstroom-spanningsbronomvormer). Het project vormt de eerste belangrijke bouwsteen in de modulaire ontwikkeling van een offshore netwerk.

33. Is deeply concerned that VAT fraud is widespread; points out that, since its introduction, the VAT collection model has remained unchanged; stresses that it is outdated, given the many changes to the technological and economic environment that have taken place; stresses that initiatives in the field of direct taxation require a unanimous decision of the Council; deplores the fact that two important initiatives aimed at combating VAT fraud, i.e. the proposal for a Council Directive amending Directive 2006/112/EC on the common system of value added tax as regards a quick reaction mechanism against VAT fraud (COM(2012)0428) and the proposal for a Council Directive amending Directive 2006/112/EC as regards an optional and temporary application of the reverse charge mechanism in relation to supplies of certain goods and services susceptible to fraud (COM(2009)0511), are currently blocked in Council ;
33. toont zich uiterst bezorgd over het wijdverspreide vóórkomen van btw-fraude; wijst erop dat de wijze waarop btw geïnd wordt sinds de invoering van het btw-inningsmodel niet is veranderd; benadrukt dat dit model inmiddels verouderd is, gezien de talrijke veranderingen die zich in de technologische en economische sfeer hebben voltrokken; beklemtoont dat voor initiatieven op het vlak van directe belastingen een unaniem besluit van de Raad nodig is; betreurt dat de Raad nog altijd geen besluit heeft genomen over twee belangrijke initiatieven ter bestrijding van btw-fraude, te weten het voorstel voor een richtlijn van de raad tot wijziging van Richtlijn 2006/112/EG betreffende het gemeenschappelijke stelsel van belasting over de toegevoegde waarde wat betreft een snellereactiemechanisme tegen btw-fraude (COM(2012)0428) en het voorstel voor een richtlijn van de Raad tot wijziging van richtlijn 2006/112/EG wat betreft een facultatieve en tijdelijke toepassing van de verleggingsregeling voor leveringen van bepaalde fraudegevoelige goederen en diensten (COM(2009)0511) ;

A. overwegende dat voor distributieovereenkomsten op EU-niveau voorschriften gelden via twee afzonderlijke juridische kaders, te weten een richtlijn die bepaalt dat nationale wetgevingen inzake overeenkomsten betreffende commerciële vertegenwoordiging worden gecoördineerd (Richtlijn 86/653/EEG, de zogeheten richtlijn handelsagentschappen), en twee verordeningen inzake generieke vrijstellingen in het kader van de mededingingswetgeving voor zover deze verticale distributieovereenkomsten betreft (de huidige AG en de huidige GM),

D. whereas the Commission has also submitted a proposal for a directive amending Directive 77/388/EEC as regards reduced rates of value added tax (COM(2003)0397), which is aimed at affording the Member States equal opportunities to apply reduced rates in certain fields and to rationalise the numerous derogations that currently apply in some Member States, which proposal is currently blocked in the Council,
D. overwegende dat de Commissie ook een voorstel voor een richtlijn van de Raad tot wijziging van Richtlijn 77/388/EEG wat de verlaagde BTW-tarieven betreft heeft ingediend (COM(2003)0397), dat beoogt de lidstaten gelijke kansen te bieden om op bepaalde gebieden verlaagde tarieven toe te passen, alsmede de talrijke afwijkingen die momenteel in sommige lidstaten van toepassing zijn te rationaliseren, welk voorstel momenteel in de Raad geblokkeerd is,

The current situation clearly demonstrates that a closer alignment of excise duty rates would be an effective means of reducing distortions of competition between Member States. I therefore call upon the Member States to adopt without delay the proposal for a Directive on the taxation of energy products, which has been blocked in the Council since 1997".
De huidige situatie toont duidelijk aan dat de onderlinge aanpassing van de accijns een doeltreffend instrument zou zijn om de verstoring van de concurrentie tussen de lidstaten te verminderen en ik verzoek de lidstaten dan ook om het voorstel voor een richtlijn inzake de belasting op energieproducten, dat sinds 1997 bij de Raad geblokkeerd zit, snel goed te keuren".

(5) Whereas, however, the achievement of these objectives in respect of cross-border satellite broadcasting and the cable retransmission of programmes from other Member States is currently still obstructed by a series of differences between national rules of copyright and some degree of legal uncertainty; whereas this means that holders of rights are exposed to the threat of seeing their works exploited without payment of remuneration or that the individual holders of exclusive rights in various Member States block the exploitation of their rights; whereas the legal uncertainty in particular constitutes a direct obstacle in the free circulation of programmes within the Community;
(5) Overwegende evenwel dat de verwezenlijking van deze doelstellingen op dit ogenblik zowel bij de grensoverschrijdende uitzending van programma's per satelliet als bij de doorgifte via de kabel van programma's uit andere Lid-Staten nog wordt belemmerd doordat de nationale bepalingen op het gebied van het auteursrecht op een aantal punten onderling afwijken en doordat er enige rechtsonzekerheid bestaat; dat de rechthebbenden daardoor het gevaar lopen dat hun werken worden geëxploiteerd zonder dat zij daarvoor een vergoeding ontvangen, of dat individuele houders van uitsluitende rechten in verschillende Lid-Staten de exploitatie van hun werken in de weg staan; dat de rechtsonzekerheid met name een directe belemmering vormt voor het vrije verkeer van programma's binnen de Gemeenschap;
