Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: A condition of arrested or incomplete development of the mind, which is especially characterized by impairment of skills manifested during the developmental period, skills which contribute to the overall level of intelligence, i.e. cognitive, language, motor, and social abilities. Retardation can occur with or without any other mental or physical condition. Degrees of mental retardation are conventionally estimated by standardized intelligence tests. These can be supplemented by scales assessing social adaptation in a given environment. These measures provide an approximate indication of the degree of mental retardation. The diagnosis will also depend on the overall assessment of intellectual functioning by a skilled diagnostician. Intellectual abilities and social adaptation may change over time, and, however poor, may improve as a result of training and rehabilitation. Diagnosis should be based on the current levels of functioning.

2.1. In the general case of a direction indicator a number stating that it is a front direction-indicator (category 11) or a rear direction-indicator (category 12) must be affixed close to the rectangle for the component type-approval mark and opposite the component type-approval number.

Notwithstanding paragraph (2) (b), Member States shall continue to recognize EEC component type approval granted for direction indicator lamps in pursuance of Directive 76/759/EEC in the case of devices intended to be mounted on vehicles already in circulation, and may also grant EEC component type approval for direction indicator lamps in pursuance of Directive 76/759/EEC provided that such devices are intended to be used as replacement parts for vehicles in circulation and it is not technically possible for the said devices to comply with the provisions of this Directive.
4. In afwijking van de bepalingen van lid 2, onder b), blijven de Lid-Staten voor inrichtingen die voor aanbrenging op reeds aan het verkeer deelnemende voertuigen zijn bestemd, de op basis van de voorschriften van Richtlijn 76/759/EEG aan een type richtingaanwijzer verleende EEG-goedkeuring erkennen en kunnen zij ook op basis van de voorschriften van Richtlijn 76/759/EEG de EEG-goedkeuring voor een type richtingaanwijzer afgeven, mits deze inrichtingen reserveonderdelen voor aan het verkeer deelnemende voertuigen zijn en het voor de betreffende inrichtingen technisch niet mogelijk is aan de voorschriften van deze richtlijn te voldoen.
