F. whereas the protests on the Maidan started as pro-EU demonstrations but their focus later switched to more domestic issues – corruption, the economic crisis, distrust in politics and disillusionment with the political system of Ukraine; whereas on the other hand the Ukranian oligarchs, who opposed the policy of President Yanukovych, used these protests for their own interests; whereas Ukrainian oligarchs created, own and finance media holdings and NGOs, including Hromadske.tv, the Channel 5 television station and the NGO Centre UA, which was founded by Oleh Rybachuk and which strongly influenced the developments on the Maidan; whereas foreign actors, American tycoons – such as Soros and Omidyar – and foreign foundations, such as the National Endowment for Democracy, financed the protests; whereas foreign donations also came from state actors, including the Dutch embassy; whereas these facts show that the protests on the Maidan were not only an expression of citizens’ protest against state policies and the situation in the country;

Recognises that the need, pointed out in the 2001 Laeken Declaration, for the EU institutions to be brought closer to the Union’s citizens is ongoing; supports, therefore, a formal examination of the 'Solidarité proposal' for an interinstitutional human resources programme in the EU institutions to facilitate the involvement of their staff and trainees in community engagement through benevolent humanitarian and positive social activities, both as part of staff training and in the form of volunteering; highlights the fact that the proposed programme is cost-saving and highly value-adding and would help to promote and implement EU policies and programmes; urges all the Member States to include employee volunteering in their national action plans; calls for a ‘compact’ to be signed through the European Volunteer Centre (CEV) with a view to engaging civil society organisations throughout Europe in pursuit of this objective;
56. erkent dat de noodzaak om de EU-instellingen dichter bij de burgers van de Unie te brengen, zoals uiteengezet in de Verklaring van Laken van 2001, nog steeds actueel is; ondersteunt derhalve een officiële bestudering van het „Solidarité-voorstel” voor een interinstitutioneel programma voor menselijk potentieel in de EU-instellingen, teneinde de maatschappelijke betrokkenheid van personeel en stagiairs van de instellingen te bevorderen via vrijwillige humanitaire en positieve sociale activiteiten, zowel in het kader van personeelsopleiding als in de vorm van vrijwilligerswerk; benadrukt dat het voorgestelde programma kostenbesparend is, een hoge toegevoegde waarde biedt en helpt het beleid en de programma's van de EU te promoten en uit te voeren; roept alle lidstaten dringend op om vrijwilligerswerk van werknemers in hun nationale actieplannen op te nemen; dringt aan op de ondertekening van een „contract” via het Europees Ontwikkelingsfonds voor vrijwilligerscentra teneinde maatschappelijke organisaties in heel Europa bij de verwezenlijking van deze doelstelling te betrekken;

The measure also provides funding for assimilated bodies, such as the national coordinators, the resource centres, the EURODESK network, the Euro-Mediterranean Youth Platform and the associations of young European volunteers, acting as implementation bodies at national level, in full compliance with Article 54(2)(c) and (3) of Regulation (EC, Euratom) No 1605/2002.
Via deze maatregel kunnen ook gelijkgestelde organisaties gefinancierd worden, zoals de nationale coördinatoren, de „resource centres”, het Eurodesk-netwerk, het Europees-mediterrane platform voor jongeren en de Europese organisaties van jonge vrijwilligers, die op nationaal niveau optreden als uitvoerend agentschap overeenkomstig artikel 54, lid 2, onder c), en lid 3, van Verordening (EG, Euratom) nr. 1605/2002.

(f) help to enable people interested in mobility to have easy access to any useful information concerning opportunities for studying, training, volunteering, or providing teaching or training in the other Member States, by extending the work of the National Academic Recognition Information Centres, the European Network of Information Centres and Europe Direct, in particular by:
f) ertoe bijdragen dat wie belang stelt in mobiliteit gemakkelijk toegang krijgt tot alle nuttige informatie aangaande de mogelijkheden om in de andere lidstaten te studeren, een opleiding te volgen, vrijwilligerswerk te verrichten dan wel als leerkracht of opleider werkzaam te zijn, door de werkzaamheden van het netwerk van nationale informatiecentra voor academische erkenning, van het Europese netwerk van informatiecentra en van "Europa rechtstreeks" met name uit te breiden tot:

erop toe te zien dat wie belang stelt in mobiliteit gemakkelijk toegang tot alle nuttige informatie krijgt aangaande de mogelijkheden in de andere lidstaten te studeren, een opleiding te volgen, vrijwilligerswerk te verrichten dan wel als leerkracht, opleider of onderzoeker werkzaam te zijn; door de werkzaamheden van de nationale centra voor informatie over de academische erkenning, het Europees net van de nationale informatiecentra en van Direct-Europe uit te breiden, met name wat de volgende aspecten betreft:
