E. whereas according to the standards of international law, all states have the duty to provide effective protection to all their citizens and all other persons under their respective jurisdictions; whereas persecutions against persons and their families, communities, places of worship and institutions, based on their particular religious affiliation, their convictions or any legitimate public expression of their religion or belief, are widely reported in some regions of the world; whereas discrimination based on religion or belief still exists in all regions of the world including Europe and its neighbourhood, and whereas persons belonging to particular religious communities, including religious minorities and non-believers, continue to be denied their human rights and are regularly discriminated against, arrested, convicted and in many countries sometimes even executed because of their religion or belief;

10. The Union delegations shall, acting in accordance with the third paragraph of Article 35 TEU, and upon request by Member States, support the Member States in their diplomatic relations and in their role of providing consular protection to citizens of the Union in third countries on a resource-neutral basis.
10. De delegaties van de Unie ondersteunen overeenkomstig artikel 35, derde alinea, VEU de lidstaten op hun verzoek in hun diplomatieke betrekkingen en in hun taak burgers van de Unie in derde landen consulaire bescherming te bieden.

The Council Decision establishing the organisation and functioning of the European External Action Service (EEAS)[37] provides in Article 5(10) that the EU Delegations shall, upon request by Member States, support them in their diplomatic relations and in their role of providing consular protection to EU citizens in third countries on a resource-neutral basis.

In this Resolution, the Parliament, amongst others, "suggests that the Commission should propose without delay to the Council (over and above the requirement for it to report every three years on Union citizenship pursuant to Article 22 of the EC Treaty) that common concepts and binding guidelines enabling common standards to be established in the field of consular protection be adopted; calls on the Commission to intensify its communication and information efforts, in particular by establishing a single European emergency telephone number for inclusion in the passports of Union citizens together with the text of Article 20 of the EC Treaty, enabling any Union citizen to be connected to a call centre which will provide him with comprehensive information in the event of a critical situation triggering the consular protection process in particular an up-to-date list of contact details for the Member States' embassies and consulates to which he is entitled to apply; the number could be administered on a central basis in Brussels; calls on the Commission to submit to it, once the Lisbon Treaty has been ratified, a proposal for amending Decision 95/553/EC, so that it expressly includes: diplomatic protection; the identification and repatriation of mortal remains; simplification of the procedures for advancing money".
In die resolutie pleit het Europees Parlement er onder meer voor dat de Commissie – los van haar verplichting uit hoofde van artikel 22 van het EG-Verdrag om de drie jaar verslag uit te brengen over het burgerschap van de Unie – de Raad onverwijld voorstelt gezamenlijke concepten en dwingende richtlijnen vast te stellen om tot gemeenschappelijke normen op het gebied van consulaire bescherming te komen. Voorts verzoekt het Parlement de Commissie om de instelling van één Europees noodnummer, dat samen met artikel 20 van het EG-Verdrag in het paspoort van de burgers van de Unie wordt afgedrukt en waarmee elke burger van de Unie in verbinding kan worden gebracht met een inlichtingenbureau waar hij alle nodige informatie kan ontvangen ingeval hij in een kritieke situatie komt te verkeren waarin hij consulaire bescherming moet inroepen, en dan met name de bijgewerkte lijst met gegevens van de ambassades en consulaten van de lidstaten waartoe hij zich mag richten; voor dit alarmnummer zou in Brussel een centrale kunnen worden ingericht. Het Parlement verzoekt de Commissie tevens om haar na ratificatie van het Verdrag van Lissabon een voorstel tot wijziging van Besluit 95/553/EG voor te leggen, teneinde daarin uitdrukkelijk op te nemen: de diplomatieke bescherming; de identificatie en repatriëring van stoffelijke resten; een vereenvoudiging van de procedures voor financiële voorschotten.

15. Calls on the Commission to analyse the possibilities and implications with regard to consular and diplomatic protection which may result from establishing a European Foreign Service as provided for by the Treaty of Lisbon;
