Calls on the Commission to urgently improve the transition between EU humanitarian aid and development aid, as the drought crisis in the Horn of Africa clearly shows that years of emergency aid to drought-stricken areas have not been effectively followed up by long-term development policies, particularly with regard to agriculture; calls on the Commission and the EU Member States to support East African countries' projects on prevention capacities and famine and drought early warning systems;

· should ensure a coordinated approach on maritime security issues in international fora such as the G8, the UN, IMO, ILO, NATO, the African Union and its sub-regional organizations, the Union for the Mediterranean, the Association of South East Asian Nations (ASEAN), INTERPOL and with third countries.

23. Calls also on the Council and Commission to see if the Galileo system can assist in the immediate setting-up of an early-warning system for the tsunami-stricken Southeast Asian and East African countries in the Indian Ocean, but also to promote the implementation of an appropriate system of alert for ACP and Mediterranean countries as well as for the EU coastline; notes that ACP countries have long been calling for a disaster facility, and urges the Commission to provide new and fresh money in order to set up such a facility and provide a comprehensive early-warning mechanism for these regions;
23. verzoekt ook de Raad en de Commissie te bestuderen of het Galileo-stelsel een bijdrage kan leveren tot de onmiddellijke invoering van een waarschuwingssysteem (early-warning system) voor de door de tsunami getroffen Zuidoost-Aziatische en Oost-Afrikaanse landen in de Indische Oceaan, maar vervolgens ook de aanleg van een passend waarschuwingssysteem voor de ACS- en Middellandse-Zeelanden, alsmede voor de kusten van de EU te stimuleren; stelt vast ACS-landen allang hebben gepleit voor een rampensysteem en dringt er bij de Commissie op aan nieuwe fondsen ter beschikking te stellen om zo'n faciliteit op te zetten en een uitgebreid mechanisme voor waarschuwing in een vroeg stadium voor deze regio's ter beschikking te stellen;

Calls, in this context, on the Commission, first and foremost to promote the setting-up of such a system for the tsunami-stricken Southeast Asian and East African countries in the Indian Ocean, but secondly also to promote the implementation of an appropriate system of alert for ACP and Mediterranean countries as well as for the EU coastline;
