Firstly, as I have said many times in Parliament over a period of nearly six years as Commissioner for Economic and Monetary Affairs, I fully agree with the need to increase coordination within the Economic and Monetary Union and within the European Union. All of the Member States of the Union that are not yet members of the euro area, in other words, of the final phase of the Economic and Monetary Union, are going to be, apart from two Member States that have an opt-out.

The results of this review indicate that, in the light of economic and monetary trends in the Community, an increase in the amounts expressed in euro is necessary.

Nevertheless, the trends identified have not altered one comma of the guidelines for economic and monetary policy being followed, which continue to favour the ‘structural reforms’ of the ‘Lisbon strategy’ as a means of achieving the sacrosanct objective of increasing competitiveness. I am therefore voting against this report.
Ondanks de huidige problemen wijken de aangedragen oplossingen geen duimbreed af van de economische en monetaire koers die wij tot dusver hebben gevolgd. De ‘structurele hervormingen’ uit de ‘strategie van Lissabon’ blijven een bevoorrechte plaats innemen om toch maar die éne allesoverheersende doelstelling te kunnen halen: de versterking van het concurrentievermogen.

8. Considers that economic and monetary stability is provided by adherence to the rules of the Stability and Growth Pact and if Member States avoid pro-cyclical economic policies; points out that the lack of fiscal surpluses in economic upturns has reduced some Member States’ freedom to use automatic stabilisers during downturns below the 3% deficit ceiling; welcomes the Commission's readiness to signal likely budgetary imbalances and worrying trends and to remind Member States of their commitments to the SGP and fostering the sustainability of the eurozone economy as a whole;
8. is van oordeel dat de lidstaten de economische en monetaire stabiliteit kunnen bevorderen indien zij zich houden aan de regels van het Stabiliteits- en Groeipakt en een cyclus-versterkend economisch beleid vermijden; wijst erop dat de mogelijkheid om fiscale overschotten te bereiken in tijden van economische opgang de vrijheid van de lidstaten om automatische stabilisatoren te gebruiken in perioden van economische neergang beperkt heeft tot het plafond van 3 procent voor de overheidstekorten; is ingenomen met de bereidheid van de Commissie om alarm te slaan wanneer er budgettaire onevenwichtigheden en andere verontrustende tendensen dreigen op te treden en de lidstaten te herinneren aan de verplichtingen die zij in het kader van het Stabiliteits- en Groeipakt zijn aangegaan in het belang van de duurzaamheid van de economie van de eurozone in haar geheel;
