Considers that the persistence of global imbalances in trade and exchange rates calls for a stepping-up of the IMF's monitoring role, which is important both in predicting and helping to reduce financial instability globally and in giving advice to individual countries on policies related to financial stability, economic growth, exchange rates and reserve accumulation; considers that the IMF can only conduct systematic monitoring and give advice on desirable actions to prevent the occurrence of financial crises if member countries disclose their complete statistics concerning, for instance, monetary reserves and volume of money in circulation, on a regular basis;

ECB Statistical Requirements, in the field of General Economic Statistics, and in particular, the Bank needs timely, reliable and meaningful aggregates for the euro-zone.

Proposes the introduction of an institutionalised framework to encourage, during the pre-accession phase, exchanges of information between ministries of finance and central banks of the candidate countries and the competent institutions of the Union; this could take the form of periodic meetings on the occasion of meetings of the Economic and Financial Committee and the Economic Policy Committee, at which 'pre-convergence programmes' would be presented on the basis of harmonised indicators and statistics; the Commission would report periodically to Parliament on the results achieved in the implementation of such programmes;

(5) Whereas the said common definition for statistical purposes specifies that Monetary Financial Institutions comprise credit institutions as defined in Community law, and all other resident financial institutions whose business is to receive deposits and/or close substitutes for deposits from entities other than Monetary Financial Institutions and, for their own account (at least in economic terms), to grant credits and/or to make investments in securities;
(5) Overwegende dat volgens bovengenoemde algemene definitie voor statistische doeleinden monetaire financiële instellingen ("MFI's") de ingezeten kredietinstellingen zijn zoals gedefinieerd in communautaire wetgeving, en alle ingezeten financiële instellingen die er hun bedrijf van maken deposito's en/of nauwe substituten van deposito's aan te trekken van andere financiële instellingen dan MFI's, en voor eigen rekening (tenminste in economische zin) krediet te verstrekken en/of te beleggen in effecten;

(b) the Council shall, on the basis of a report from the Commission, assess the progress made with regard to economic and monetary convergence, in particular with regard to price stability and sound public finances, and the progress made with the implementation of Community law concerning the internal market.
