The High Representative shall, after consulting the Committee referred to in Council Decision 2001/264/EC, decide on the security rules for the EEAS and take all appropriate measures in order to ensure that the EEAS manages effectively the risks to its staff, physical assets and information, and that it fulfils its duty of care responsibilities.

With appreciation for their continued useful and substantive contributions, the EEA Council noted the resolutions of the EEA Joint Parliamentary Committee concerning e-commerce and EEA legislation and EEA EFTA participation in EC programmes, as well as the resolutions by the EEA Consultative Committee on The European Social Agenda and The new knowledge-based society eEurope.
11. De EER-Raad nam, met waardering voor hun regelmatige nuttige en belangrijke bijdragen, nota van de resoluties van het Gemengd Parlementair Comité van de EER over e-handel en EER-wetgeving en over EER/EVA-deelname aan de EG-programma's, alsmede van de resoluties van het Raadgevend Comité van de EER over De Europese sociale agenda en over De nieuwe kennismaatschappij - eEurope.

The delegation of the EFTA States participating in the EEA was headed by Mr ASGRIMSSON, Minister for Foreign Affairs of Iceland. 2. The EEA Council noted the progress report presented by the Chairman of the EEA Joint Committee. 3. The EEA Council assessed the overall functioning and development to date of the EEA Agreement and: - noted the continued progress of the Joint Committee in incorporating relevant Community legislation into the EEA Agreement and the need for continued support of its work if the objective of complete alignment of EEA and Community legislation were to be fully achieved; - recognized the crucial role of uniform implementation of legislation for the success of the internal market extended to the EEA and welcomed the good progress in integrating EEA legislation in Liechtenstein following its full participation from 1 May 1995; - noted that the provisions of the Agreement for development of cooperation had led to inclusion of new areas in the fields of both programmes and legislation; with regard to committees managing programmes in which the EFTA/EEA countries participate under Articles 81 and 82 of the Agreement, the EEA Council underlined the need to ensure the participation of the EFTA/EEA countries as soon as EFTA commitment has been assured; - welcomed the continuing participation of the EFTA States, through the consultation and information procedures, in the shaping of EEA-relevant legislation in preparation in the EU and noted the EFTA/EEA States' interest in participating in certain committees of similar characteristics to those listed in Protocol 37; - welcomed the resumption of formal meetings of the EEA Consultative Committee and the continued close contacts and cooperation at informal level; - noted the continuing difference of view between the EU and its EFTA partners on the EU's use of Articles 112 and 113 of the EEA Agreement in relation to fish.

De EER-Raad nam nota van het voortgangsrapport van de Voorzitter van het Gemengd Comité van de EER. 3. De EER-Raad nam de algemene werking en de ontwikkeling van de EER- Overeenkomst tot dusverre in beschouwing en : - nam er nota van dat het Gemengd Comité voortdurend vordering boekt bij de verwerking van relevante communautaire wetgeving in de EER- Overeenkomst, en dat het Comité verder moet worden ondersteund in dit werk om de doelstelling van een volledige onderlinge aanpassing van de EER-wetgeving en de communautaire wetgeving te verwezenlijken ; - erkende de cruciale rol van de uniforme tenuitvoerlegging van de wetgeving voor het welslagen van de interne markt, die wordt uitgebreid tot de EER, en verheugde zich over de flinke vorderingen die Liechtenstein, nu dit land sinds 1 mei 1995 volledig deelneemt, heeft geboekt met het overnemen van de EER-wetgeving ; - nam er nota van dat de bepalingen van de Overeenkomst voor de ontwikkeling van de samenwerking ertoe hebben geleid dat zowel op het terrein van de programma's als op dat van de wetgeving nieuwe gebieden zijn opgenomen ; met betrekking tot comités voor programmabeheer waaraan de EVA/EER-landen uit hoofde van artikel 81 en 82 van de Overeenkomst deelnemen, wees de EER-Raad op de noodzaak van deelneming van de EVA/EER-landen zodra de verbintenis van de EVA is gewaarborgd ; - verheugde zich over de permanente bijdrage van de EVA-landen, via de overleg- en informatieprocedures aan het vormgeven van voor de EER relevante wetgeving die in de EU in voorbereiding is, en nam nota van de belangstelling van de EVA/EER-landen om deel te nemen aan bepaalde comités die gelijkenis vertonen met de comités genoemd in Protocol 37 ; - juichte de hervatting toe van de formele bijeenkomsten van het Raadgevend Comité van de EER en de voortdurende nauwe contacten en samenwerking op informe ...

The meeting was attended by the members of the Council of the European Union, the responsible member of the Commission and members of the Governments of the EFTA states participating in the EEAA. 2. The EEA Council noted the progress report presented by the President of the EEA Joint Committee. 3. The EEA Council assessed the overall functioning and development to date of the EEA Agreement and: - expressed satisfaction at the continued good functioning of the Agreement and the participation of all parties in the EEA in the development and realisation of the internal market; - welcomed the increasing importance of the consultation and information procedures between the EU and the EFTA/EEA States in the shaping of EEA relevant legislation and initiatives under preparation in the EU; - welcomed the contribution of the EEA Joint Committee in maintaining the dynamism of the Agreement and thereby the homogeneity of the European Economic Area; - welcomed the active contribution in the form of reports, debate and resolutions made by the Joint Parliamentary Committee, most recently at its meeting of 20 November in Vaduz; - noted with satisfaction that the next meeting of the EEA Consultative Committee is scheduled for January 1996, as well as the continuing close informal contact and co-operation between the social partners in the EFTA States and the European Union; - noted that the provisions of the Agreement for development of cooperation had led to participation by the EFTA States in new areas, such as culture, Helios II (programmes for the disabled) and that participation in further areas is being considered.

De EER-Raad nam de algemene werking en de ontwikkeling van de EER- Overeenkomst tot dusverre in beschouwing en : - sprak zijn voldoening uit over het feit dat de Overeenkomst goed blijft functioneren en dat alle partijen bij de EER deelnemen in de ontwikkeling en de verwezenlijking van de interne markt ; - toonde zich verheugd over het toenemende belang van de overleg- en voorlichtingsprocedures tussen de EU en de EVA/EER-Staten bij het fatsoeneren van in de EU op stapel staande wetgeving en maatregelen die ook de EER betreffen ; - toonde zich verheugd over het aandeel van het Gemengd Comité van de EER in de handhaving van de dynamiek van de Overeenkomst en bijgevolg ook van de homogeniteit van de Europese Economische Ruimte ; - prees zich gelukkig met de actieve bijdrage van het Gemengd Parlementair Comité in de vorm van rapporten, debatten en resoluties, laatstelijk nog tijdens de vergadering van 20 november in Vaduz ; - nam er met voldoening kennis van dat de volgende vergadering van het Raadgevend Comité van de EER in januari 1996 zal plaatsvinden en dat de nauwe informele contacten en de samenwerking tussen de sociale partners van de EVA-landen en de Europese Unie worden voortgezet ; - nam er nota van dat de bepalingen in de Overeenkomst betreffende de ontwikkeling van de samenwerking hebben geleid tot de deelname van de EVA-Staten op nieuwe gebieden, zoals cultuur en Helios II (programma's voor gehandicapten) en dat deelname op andere gebieden overwogen wordt.
