X. whereas the EU is traditionally Egypt’s main trading partner, covering 22,9 % of Egypt’s trade volume in 2013 and ranking first as both Egypt’s import and export partner; whereas, following the EU-Egypt Task Force, the Commission committed to providing additional financial support to Egypt for an overall amount of nearly EUR 800 million; whereas this is made up of EUR 303 million in the form of grants (EUR 90 million from Spring funds and EUR 50 million as a grant component of the micro-financial assistance operation, with the balance coming from the Neighbourhood Investment Facility) and EUR 450 million in the form of loans (macro-financial assistance); whereas, however, the EU will deliver on its financial support only if the necessary political and democratic conditions are met, with the democratic transition being pursued, strengthened and fully inclusive, with full respect for human and women’s rights;

– having regard to the statements by Vice-President / High Representative Catherine Ashton of 24 January 2014 on the recent violent attacks in Egypt, of 19 January 2014 on the constitutional referendum in Egypt, of 11 January 2014 on the situation in Egypt ahead of the constitutional referendum, of 24 December 2013 on the car bombs in Mansoura, Egypt, and of 23 December 2013 on the sentencing of political activists in Egypt,

Article 15(7) of Protocol No 4 to the Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Arab Republic of Egypt, of the other part (1), (‘the Agreement’), as amended by Decision No 1/2010 of the EU-Egypt Association Council of 3 August 2010 (2), allows drawback of, or partial exemption from, customs duties or charges with equivalent effect, subject to certain conditions, until 31 December 2012.
Overeenkomstig artikel 15, lid 7, van Protocol nr. 4 bij de Europees-mediterrane Overeenkomst waarbij een associatie tot stand wordt gebracht tussen de Europese Gemeenschappen en hun lidstaten, enerzijds, en de Arabische Republiek Egypte, anderzijds (1) („de overeenkomst”), zoals gewijzigd bij Besluit nr. 1/2010 van de Associatieraad EU-Egypte van 3 augustus 2010 (2), kan onder bepaalde voorwaarden tot 31 december 2012 gedeeltelijke teruggave of vrijstelling van douanerechten of heffingen van gelijke werking worden verleend.

O. whereas in its conclusions on Egypt of 21 August 2013 the Foreign Affairs Council tasked the High Representative, in cooperation with the Commission, with reviewing the issue of EU assistance to Egypt under the European Neighbourhood Policy and the Association Agreement, on the basis of Egypt’s commitment to the principles that underpin them; whereas the Member States decided to suspend export licences to Egypt for any equipment which might be used for internal repression, to reassess export licences for other military equipment, and to review their security assistance to Egypt;
O. overwegende dat de Raad Buitenlandse Zaken in zijn conclusies over Egypte van 21 augustus 2013 de hoge vertegenwoordiger heeft verzocht om in samenwerking met de Commissie het vraagstuk van EU-bijstand aan Egypte op grond van het Europees nabuurschaps- en partnerschapsinstrument en de associatieovereenkomst te herzien, uitgaande van de toezegging van Egypte om de onderliggende beginselen na te leven; overwegende dat de lidstaten hebben besloten de vergunningen voor de uitvoer naar Egypte van uitrusting die voor binnenlandse repressie kan worden gebruikt, op te schorten, de vergunningen voor de uitvoer van andere militaire uitrusting opnieuw te beoordelen en hun bijstand aan Egypte op veiligheidsgebied opnieuw te bekijken;

– having regard to the statements made by High Representative (HR/VP) Catherine Ashton and her spokesperson on Egypt in 2012, in particular those of 25 May 2012 on the presidential elections in Egypt, of 1 June 2012 on the lifting of the state of emergency in Egypt, of 15 June 2012 on the Egyptian Supreme Constitutional Court's rulings, of 20 June 2012 on the political situation in Egypt, of 24 June 2012 on the election of Mohammed Morsi as the President of Egypt, of 13 September 2012 on the launching of a new EU-Egypt Task Force, of 5 December 2012 calling for a national dialogue, of 25 December 2012 on the referendum in Egypt, and of 25 January 2013 on the killings in Port Said,

O. whereas the EU is Egypt’s first economic partner and its main source of foreign investment and development cooperation; whereas on 13-14 November 2012 the EU-Egypt Task Force, co-chaired by the HR/VP and Egyptian Foreign Minister Kamel Amr, met in Cairo and agreed a major package of economic and political assistance to help Egypt with its ongoing transition, with a total of nearly EUR 5 billion in the form of loans and grants for 2012-2013; whereas the financial assistance is partly conditional on Egypt’s success in finalising a deal with the International Monetary Fund (IMF), as well as upon human rights, democracy and economic governance; whereas the honouring of these commitments and the speeding-up of EU support delivery are of crucial importance for Egypt;
