The Commission shall propose, where appropriate, legislative measures concerning a limit value for emissions of NO2, in addition to the existing limit value for emissions of total NOx for vehicles approved as complying with the Euro 6 emission limits set out in table 2 of Annex I. The limit for emissions of NO2 shall be set on the basis of a clear and detailed impact assessment, and shall take into consideration the technical feasibility and shall in addition reflect the air quality objectives set out in Directive (EC) No 2008/50 of the European Parliament and of the Council*.

The Commission shall be empowered to adopt delegated acts in accordance with Article 14a to set out, in addition to the existing limit value for emissions of total NOx, a limit value for emissions of NO2 for vehicles approved as complying with the Euro 6 emission limits set out in table 2 of Annex I. The limit for emissions of NO2 shall be set on the basis of an impact assessment, shall take into consideration the technical feasibility and shall reflect the air quality objectives set out in Directive (EC) No 2008/50 of the European Parliament and of the Council*.

In line with the European legislation on emissions from large combustion plants (LCP Directive) Member States were required to reduce emissions by 1 January 2008 either individually, by complying with the emission limits set out in the Directive or by including these plants in national plans for the reduction of emissions.

With regard to future actions that the Commission is planning to implement so as to considerably reduce ozone precursor emissions such as nitrogen oxides (NOx) and the volatile organic compounds (VOC), they relate to the following proposals: - Framework directive on fuel qualities. - New emission limits for cars. - Emission limits and certification systems for mobile and no-mobile machinery.

AIR POLLUTION FROM MOTOR VEHICLES Pending Parliament's Opinion the Council held a debate on the proposals amending Directives 70/220/EEC and 88/77/EEC and providing for: - in the case of the first Directive, a further stage in the reduction of pollutants emitted by light commercial vehicles, through alignment of their emission limit values on those set in Directive 94/12/EEC for passenger cars pending, with a view to stage 2 000, a fundamental rethink of the Community approach to motor vehicle pollution; - in the case of the second Directive, = firstly, an extension of the special arrangements for small diesel engines until 30 September 1999, by prescribing a reduction in the limit value for particulate emissions to 0,25 g/kWh (instead of the current 0,61 g/kWh), on the grounds that those engines cannot yet meet the 0,15 g/kWh limit to be complied with from 1 October 1995 under Directive 91/542/EEC; = secondly, a statistical method to check production conformity.
