Bulgaria is increasing the numbers of Roma in employment, primarily with European Social Fund support, by organising training courses to improve 28 000 people's employability and by training 1 500 people in management and entrepreneurship.

These include the work programme on the future objectives of education systems (a joint Commission/Council report will be submitted to the European Council in Barcelona), the European employment strategy, the European social agenda, the action plan on skills and mobility which will be submitted in Barcelona following the work of the "Task Force" set up by the Commission, and the eLearning action plan on speeding up the use of the new information and communication technologies in teaching.

As recalled in the Employment Guidelines, the European Social Fund supports and complements the activities of Member States that underpin the development of their labour markets and their human resources, particularly in the context of the European Employment Strategy and the national action plans for employment.
