The Community-funded concerted action, entitled ‘Environmental impacts of alien species in aquaculture’ (IMPASSE), has delivered a new operational definition of ‘closed aquaculture facilities’.

Calls on the Commission to set out in that regulation specific European certification criteria and general basic rules for the various product categories, with which every aquaculture establishment in the Community must comply, together with provisions for maximum harmonisation of environmental impact criteria at Community level in order to avoid any distortion of competition between Member States, but to delegate responsibility for the implementation phase and checks on the operation of the establishments to the competent authorities of the Member States, in full accordance with the principle of subsidiarity; e.g. parameters on environmental impact, use of water resources, feeding of farmed fish, molluscs and crustaceans in production units, product traceability and labelling, as well as fish health and welfare standards etc.;

Stresses the need for a firmer commitment from the EU on investments in sustainable aquaculture, in the form of additional financing under the Community Fisheries Fund, giving preference to best environmental practice; points out, however, that future financing of aquaculture related activities should only be possible with the effective implementation of the Environmental Impact Assessment (EIA) Directive, to ensure that projects funded do not lead to degradation of the environment or of wild-fish or shellfish stocks;

The measures provided for in this Regulation should be without prejudice to Council Directive 85/337/EEC of 27 June 1985 on environmental impact assessment (2), Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora (3), Directive 2000/60/EC of the European Parliament and the Council of 23 October 2000 establishing a framework for Community action in the field of water policy (4) and Council Directive 2006/88/EC of 24 October 2006 on animal health requirements for aquaculture animals and products thereof, and on the prevention and control of certain diseases in aquatic animals (5).
De in deze verordening vastgestelde maatregelen mogen geen afbreuk doen aan Richtlijn 85/337/EEG van de Raad van 27 juni 1985 betreffende de milieu-effectbeoordeling van bepaalde openbare en particuliere projecten (2), Richtlijn 92/43/EEG van de Raad van 21 mei 1992 inzake de instandhouding van de natuurlijke habitats en de wilde flora en fauna (3), Richtlijn 2000/60/EG van het Europees Parlement en de Raad van 23 oktober 2000 tot vaststelling van een kader voor communautaire maatregelen betreffende het waterbeleid (4), noch aan Richtlijn 2006/88/EG van de Raad van 24 oktober 2006 betreffende veterinairrechtelijke voorschriften voor aquacultuurdieren en de producten daarvan en betreffende de preventie en bestrijding van bepaalde ziekten bij waterdieren (5).

A second series of measures focuses on the safety of aquaculture products and protection of the environment. Among the most important, there is the re-casting of Community legislation on food hygiene, more research on and control of harmful algal blooms and diseases, the updating and regular simplification of animal health legislation, mitigating the impact of waste discharges, and of escapees, alien species and GMOs, aquaculture Environmental Impact Assessments and recognising the positive impact of extensive farming and restocking.
