1. Notes that the Court of Auditors ('the Court') has concluded that regional policy remains one of the policy areas which is error prone and that there is not much difference observed in 2013 as compared to 2012, as the most likely error rate for 2013 was set at 6,9 % (as compared to 6,8 % in 2012); notes that this is evidence of the stability of the system and of the significant improvement in the 2007-2013 programming period, as compared to the 2000-2006 programming period; urges the Commission to continue to strictly apply the control provisions; recalls the importance of preventive measures and of simplification in order to reduce errors; emphasises, however, that there is a clear difference between error and fraud and that fraud accounts for 0,2 % of the Union's total budget;

In order to reduce the risk of fraud and irregularities, the financial statement referred to in paragraph 1 shall provide information on the internal control system set up, an estimate of the costs and benefits of the controls implied by such system and an assessment of the expected level of risk of error, as well as existing and planned fraud prevention and protection measures.

Om het gevaar van fraude en onregelmatigheden te verkleinen, worden in het in lid 1 bedoelde financieel memorandum informatie betreffende het ingestelde internecontrolesysteem, een raming van de kosten en baten van door een dergelijk systeem uitgevoerde controles en een evaluatie van het verwachte foutenrisico verstrekt, en worden bestaande en geplande preventie- en beschermingsmaatregelen opgegeven.

The Commission has also confirmed that patient safety will be a priority for 2008, through a proposal addressing systemic patient safety issues, which aims to reduce all adverse events in healthcare, including medication errors, as well as specific measures aimed at the prevention and control of healthcare-associated infections[18].

(13) Whereas nothing in this Directive should prevent a participant or a third party from exercising any right or claim resulting from the underlying transaction which they may have in law to recovery or restitution in respect of a transfer order which has entered a system, e.g. in case of fraud or technical error, as long as this leads neither to the unwinding of netting nor to the revocation of the transfer order in the system;
(13) Overwegende dat niets in deze richtlijn een deelnemer of een derde belet uit de onderliggende transactie voortvloeiende rechten of aanspraken uit te oefenen die zij in rechte kunnen aanvoeren ter terugvordering of restitutie met betrekking tot een overboekingsopdracht die in een systeem ingevoerd is, bijvoorbeeld in geval van fraude of een technische fout, mits dit niet leidt tot het ongedaan maken van de verrekening of de herroeping van de overboekingsopdracht in het systeem;
