In order to further strengthen cooperation between the ESS and the ESCB, the Commission should request the opinion of the Committee on Monetary, Financial and Balance of Payments Statistics (CMFB), set up by Council Decision 2006/856/EC , on all matters falling within its competences as referred to in that Decision.

In the general context of the relations between the ESS and the ESCB, the Committee on monetary, financial and balance of payments statistics established by Council Decision 2006/856/EC plays an important role, in particular through the assistance provided to the Commission in drawing up and implementing work programmes concerning monetary, financial and balance of payments statistics.
Het Comité voor monetaire, financiële en betalingsbalansstatistiek, dat is opgericht bij Besluit 2006/856/EG van de Raad van 13 november 2006 , speelt in de algemene context van de betrekkingen tussen het ESS en het ESCB een belangrijke rol, met name door de bijstand die het aan de Commissie verleent bij de opstelling en uitvoering van werkprogramma’s op het gebied van de monetaire, financiële en betalingsbalansstatistiek.

Reference is also made in the Ecofin conclusions to certain issues which should be taken into account in developing the role of the Level 3 Committees as regards the monitoring of risks to financial stability at EU level and Ecofin specifically invited Committee of European Banking Supervisors (CEBS) and the Banking Supervision Committee (BSC) of the ESCB to ensure an efficient and appropriate division of labour between them (3).

To this end the exchange of appropriate information related to the ESCB and the ESS statistical work programmes between the relevant ESCB and ESS committees, as well as between the ECB and the Commission, is of particular importance to maximise the benefits of good cooperation and to avoid duplication in collecting statistical information.

Their work is based on an adaptation of the CPSS-IOSCO [7] Recommendations [8] to the European context.
