“estimated time of arrival (ETA)” means for IFR flights, the time at which it is estimated that the aircraft will arrive over that designated point, defined by reference to navigation aids, from which it is intended that an instrument approach procedure will be commenced, or, if no navigation aid is associated with the aerodrome, the time at which the aircraft will arrive over the aerodrome.

However, I must also point out that, over and above the terrorist acts and the violence which is and has been carried out in the Basque Country by ETA and also by the apparatus of the State – which we should not forget – there is a political conflict there which existed long before ETA.
