Support under both this Regulation and the European Regional Development Fund (ERDF) should be provided for the cross-border cooperation programmes between, on the one hand, Member States and, on the other hand, partner countries and/or the Russian Federation (‘other cross-border cooperation participating countries’) along the external borders of the Union, in order to promote integrated and sustainable regional development and cooperation between neighbouring border areas and harmonious territorial integration across the Union and with neighbouring countries.

Calls for a clearer definition of SME priority markets on the basis of the agenda for the EU’s trade negotiations; recalls that priority markets should of course include high-growth markets, such as the BRIC countries, but also take into account SMEs’ perception of opportunities for internationalisation in developed countries and in neighbouring regions; sees, therefore, the growth of host markets and gaps in existing support structures as the main criteria for making the list of priority markets; recommends that several of the EU’s neighbouring countries, especially those in the Western Balkans and in Mediterranean area, or those sharing borders with the EU, should be added to the list, since most SMEs initially export to trading partners in neighbouring countries and since EU trade with these countries plays a strong role in their growth and stability;

Agreements with neighbouring countries are based on a twin-track approach of (a) gradual market opening based on a full liberalisation of all the direct traffic between a neighbouring country and the EU (and later also traffic via inter-mediate points or to points beyond); and (b) a gradual process of regulatory harmonisation whereby neighbouring countries commit to gradually implement EU aviation rules and regulations in their national legislation.

The EU reaffirms its strong support for the Neighbouring countries process and underlines the mutual benefits of continuing dialogue and co-operation between Iraq, its neighbours and the International Community.

The European Commission today adopted a Communication which aims to strengthen the energy co-operation with neighbouring countries, as part of its wider strategy for a new framework in the relations with its neighbours .

Promote and continue the dialogue and cooperation with countries at a regional and global level, as well as with international organisations such as UN AIDS, both in health and development policy context, in order to achieve further regional and global progress in the fight against the spread of the HIV".
