By Commission Regulation (EC) No 737/2008 of 28 July 2008 designating the Community reference laboratories for crustacean diseases, rabies and bovine tuberculosis, laying down additional responsibilities and tasks for the Community reference laboratories for rabies and bovine tuberculosis and amending Annex VII to Regulation (EC) No 882/2004 of the European Parliament and of the Council , the Commission designated, inter alia, the EU reference laboratories for rabies and bovine tuberculosis and, consequently, inserted the relevant entries concerning those laboratories in Annex VII to Regulation (EC) No 882/2004.

Agence nationale de sécurité sanitaire de l’alimentation, de l’environnement et du travail (ANSES) with its laboratories for animal health and equine diseases, France, is hereby designated as the EU Reference Laboratory for equine diseases other than African horse sickness from 1 July 2008 to 30 June 2013.

Given the vital importance of proper information sources to facilitate a rapid response to any outbreak of a disease in the crucial early stages, I propose an amendment to Directive 90/426 on equidae which would arm us for such a coherent response by providing for the establishment of a Community Reference Laboratory for equine diseases.

This is not only a matter of combating serious infectious diseases that cut across borders, such as AIDS and influenza, but also of combating the spread of drug addiction and lifestyle diseases. The European Centre for Disease Prevention and Control was set up for this very purpose, in conjunction with the national reference laboratories.
