Services represent about 40% of the value added in European manufactures exports.

51. Points out that corruption in the arms trade represents a large proportion of the corruption present in global transactions; welcomes the Arms Trade Treaty (ATT) adopted by the UNGA on 2 April 2013 establishing common binding standards and criteria to assess international weapons transfers; welcomes the commitment of the Member States to sign the Arms Trade Treaty at the earliest possible date, and calls on them to take a lead as well in the UN efforts for the rapid ratification and implementation of the International Arms Treaty by all UN member states; encourages the EU to ensure greater vigilance in relation to European arms manufacturers’ exports and to combat opaqueness in the arms trade sector, especially in relation to the use of intermediaries and economic/industrial offsets, in line with the Council Common Position 2008/944/CFSP of 8 December 2008 defining common rules governing control of exports of military technology and equipment;
51. wijst erop dat corruptie in de wapenhandel een groot deel uitmaakt van de corruptie in het kader van de wereldwijde transacties; is ingenomen met het Internationaal wapenverdrag van de UNGA van 2 april 2013, tot vaststelling van gemeenschappelijke bindende normen en criteria voor het toetsen van de internationale wapenhandelstransacties; is ingenomen met de verplichting die de lidstaten zijn aangegaan om het Wapenhandelsverdrag zo spoedig mogelijk te ondertekenen en verzoekt de lidstaten ook het voortouw te nemen bij de inspanningen van de VN om te komen tot een spoedige ratificatie en implementatie van het Wapenhandelsverdrag door alle VN-lidstaten; spoort de EU aan extra toezicht te waarborgen op de export van Europese bedrijven die wapens produceren en de ondoorzichtigheid in de wapenhandelsector te bestrijden, vooral met betrekking tot het gebruik van tussenpersonen en economische/industriële voordelen, in overeenstemming met het Gemeenschappelijk Standpunt 2008/944/GBVB van de Raad van 8 december 2008 tot vaststelling van gemeenschappelijke voorschriften voor de controle op de uitvoer van militaire goederen en technologie;

In performing the risk analysis and risk management strategy, the manufacturer must give due consideration to the relevant published opinions adopted by the relevant European or international scientific committees or bodies, such as the Scientific Steering Committee (SSC), the European Food Safety Agency (EFSA), the European Medicines Agency (EMA), the World Organisation for Animal Health (OIE) and the World Health Organisation (WHO).

It covers many areas beneficial to EU producers and consumers, such as the elimination of tariffs on EU exports of industrial and agricultural goods, improved market access for EU services suppliers, the removal of non-tariff barriers in electronics, pharmaceuticals and medical devices, enhanced access to government procurement, protection of intellectual property rights, improved market access for EU car manufacturers and, very importantly and thanks to the safeguard clause, the protection of European car manufacturers against any imbalances that may occur in the sector in the future.

But the free trade agreement will also bring major benefits to European manufacturing exporters.
