Mid-term and ex-post evaluations should be carried out by the Commission and communicated to the European Parliament, the Council, the European Economic and Social Committee and the Committee of Regions in order to assess the effectiveness and efficiency of the funding and its impact on the overall goals of the CEF and the priorities of the Europe 2020 Strategy.

The main trade association for these products, the European Committee of Manufacturers of Domestic Equipment (CECED), has expressed concern that in general the level of enforcement by the Member States is too low, and is carrying out it's own testing programme (using independent laboratories).

One exception is the standardised rules for reflective products drawn up by the European Committee for Standardisation, and these rules have to be complied with by all Member States for the manufacture of such products.

(3) This Directive lays down those technical requirements, which take account of Council Recommendation 98/463/EC of 29 June 1998 on the suitability of blood and plasma donors and the screening of donated blood in the European Community(2), certain recommendations of the Council of Europe, the opinion of the Scientific Committee for Medicinal Products and Medical Devices, the monographs of the European Pharmacopoeia, particularly in respect of blood or blood components as a starting material for the manufacture of proprietary medicinal products and recommendations of the World Health Organisation (WHO), as well as international experience in this field.
