In July 1991, on the basis of Article 149 of the Treaty establish the European Communities, YOUTH FOR EUROPE II was adopted [51] and in March 1995 the third phase of the programme commenced. It ended in 1999.

27. Welcomes the decision taken to increase the funds available for cultural organisations (15 04 01 03) by EUR 1 million voted under line 15 06 01 07; recalls its abovementioned resolution of 27 October 2005 on the first reading for the 2006 budget, in particular paragraph 33 thereof; asks the Commission to implement the allocation of this additional amount available, in particular with reference to those organisations which have been successfully supported for many years through grants from the European Union, such as the European Union Youth Orchestra, the European Union Baroque Orchestra and the Yehudi Menuhin Foundation;
27. is verheugd over het besluit tot verhoging van de middelen voor organisaties in de culturele sector (15 04 10 03) met 1 miljoen EUR , goedgekeurd onder lijn 15 06 01 07; herinnert aan zijn reeds aangehaalde resolutie van 27 oktober 2005 over de eerste lezing van de begroting 2006, in het bijzonder paragraaf 33; verzoekt de Commissie de toewijzing van dit aanvullende beschikbare bedrag uit te voeren, onder verwijzing naar de organisaties die vele jaren met succes zijn ondersteund met subsidies van de Europese Unie, zoals het Jeugdorkest van de Europese Unie, het Barokorkest van de Europese Unie en de Yehudi Menuhin-stichting;

33. Notes that there are a number of successful cultural organisations such as European Union Youth Orchestra, the European Union Baroque Orchestra, the International Yehudi Menuhin Foundation, etc., which the European Parliament has supported through grants over many years; stresses that it is expected that these organisations will continue their activities in the context of a new multiannual financial framework as from 2007 onwards; notes with concern that there is a real danger that these organisations will not be able to continue their activities in 2006 without the provisions of transitional aid to ensure a bridge between the two financial planning periods; therefore, is willing to agree with the Council on sufficient funding to finance these priority actions under such objective and enduring circumstances, through the use of the provision of the Interinstitutional Agreement of 6 May 1999 in particular points 33 and 34 thereof, or through the application of Article 272 TEC;
33. wijst erop dat aan een aantal succesvolle culturele organisaties, zoals het Europees Jeugdorkest, het Barokorkest van de Europese Unie, de Internationale Yehudi Menuhin-stichting, e.a., al sinds jaar en dag door het Europees Parlement subsidies worden verleend; benadrukt dat deze organisaties naar verwachting hun activiteiten zullen voortzetten in de context van een nieuw meerjarig financieel kader vanaf 2007; stelt met bezorgdheid vast dat het risico bestaat dat deze organisaties hun activiteiten in 2006 niet kunnen voortzetten als niet wordt voorzien in een vorm van overgangsfinanciering om de periode tussen de twee financiële programmeringsperioden te overbruggen; wijst erop dat het Parlement daarom bereid is tot een akkoord met de Raad over voldoende middelen om deze prioriteiten onder objectieve en duurzame omstandigheden te financieren, via gebruikmaking van de bepalingen van het Interinstitutioneel Akkoord van 6 mei 1999, met name de punten 33 en 34 daarvan, of via toepassing van artikel 272 van het EG-Verdrag;
