Asks the Commission to bolster existing European measures and programmes, including the European Fund for Strategic Investments, as well as national and cross-border programmes on cultural tourism and cultural heritage that have proved effective, such as the European Capitals of Culture, the European Heritage Days, the European Cultural Routes, the European Heritage Label, the Creative Europe programme and the digital platform Europeana; calls on the Commission, moreover, to look into the feasibility of introducing a ‘European cultural card’ which would offer reduced entrance charges for tourist attractions and cultural sites such as museums, monuments, archaeological sites, libraries and theatres, following the example of the UNESCO-endorsed ISIC (International Student Identity Card);

The aim is for an EU-wide solution to facilitate the digitisation and dissemination of orphan works and the establishment of common 'due diligence' standards to recognise orphan status across the EU. First progress in this respect has already been made by the ARROW (Accessible Registries of Rights information and Orphan works) project which gathers national libraries, collective management organisations and publishers and is co-funded by the European Commission under the eContent plus programme (€ 2.5 million).

Calls on the Commission to look into the possibility of setting up a programme similar to the MEDIA Programme, complete the procedures for implementing the initiative for the European digital library, stimulate and support the music, theatre and publishing industries in order to facilitate the transnational distribution of works, and, as a preliminary step, set up a mechanism under the 'Culture' programme allowing non-audiovisual cultural industries to have access to Community funding to promote books (inter alia by way of joint stands at book fairs), and also promote music and professional training;

monitor good practices in relation to open access to European scientific production, including those arising from large scale experiments by scientific communities and large research institutions, and encourage the development of new models that could improve access to European scientific research results; monitor the current situation of public virtual scientific libraries in the EU and other ongoing developments across Europe relating to access of students and researchers to scientific information and to its digital preservation, as well as the relevant legal framework conditions that may have an impact on access to this information; experiment with open access to scientific data and publications resulting from projects funded by the EU Research Framework Programmes in order to assess the appropriateness of adopting specific contractual requirements; encourage research into digital preservation, as well as experiments on and wide deployment of scientific data infrastructures with cross-border, cross-institution and cross-discipline added-value for open access to and preservation of scientific information; support and contribute to improving policy coordination and to fostering a constructive debate and exchange of information between stakeholders.

In the Opinion the Committee puts forward a number of specific proposals for action: * Promotion of European cultural policy for children to be mentioned in the Treaty; * Extension of European literary and translation prizes to cover children's books; * Establishment of a European children's library; * Encouragement of quality cultural productions; * Establishment of a European children's music academy; * Development of school sports; * Encouraging access to culture for children with disabilities and seeing disability as a potential source of talent; * Promotion of cultural tourism (international family exchanges, international youth camps, multicultural children's holiday packages etc); * Extension of Raphael programme to include traditional craft workshops, folklore museums and schools for folk and traditional music; * Encouraging young people to participate in politics; * Launching a campaign against racism.
