According to the principle of subsidiarity, the programme is addressed to all levels responsible for inland waterway transport, the industry itself including the social partners, the Member States having the responsibility for the infrastructure networks, the European Commission and the other institutions.

While road transport suffers from congestion, resulting in economic and environmental loss, the inland waterway network still offers a large potential to absorb traffic without risk of congestion. These advantages should be further exploited.

Continuing in this vein, the Commission has sent the European Parliament and the Council two further proposals for regulations on the rights of passengers travelling by coach and bus and the rights of passengers travelling by sea and inland waterway transport. The background to this report is, therefore, the progressive improvement of passengers' rights and the need to ensure European consumers have equal rights regardless of the mode of transport concerned.
