In order to ensure sectoral diversification of beneficiaries of financial instruments as well as to encourage gradual geographical diversification across the Member States, and with particular regard to those Member States which are eligible for support from the Cohesion Fund, the Commission in partnership with the European Investment Bank, through joint initiatives such as the European PPP Expertise Centre (EPEC) and the Joint Assistance to Support Projects in European Regions (Jaspers), should provide support to the Member States in developing an appropriate pipeline of projects that could be considered for project financing.

This Centre, established on 11 January 2013, is part of the European Police Office (EUROPOL) and act as the focal point in the fight against cybercrime in the EU. EC3 is intended to pool European cybercrime expertise to support the Member States in capacity building, provide support to Member States’ cybercrime investigations and, in close cooperation with Eurojust, become the collective voice of European cybercrime investigators across law enforcement and the judiciary.
Dit centrum is op 11 januari 2013 opgericht als onderdeel van Europol en vormt de spil in de strijd tegen cybercriminaliteit in de EU. Het is de bedoeling om in het Europees Centrum voor de bestrijding van cybercriminaliteit alle expertise op het gebied van cybercriminaliteit samen te brengen en zodoende de lidstaten te ondersteunen bij capaciteitsopbouw en bij onderzoeken in verband met cybercriminaliteit. Daarnaast moet het centrum, in nauwe samenwerking met Eurojust, de collectieve spreekbuis worden voor alle onderzoekers die in Europa in wetshandhavings‑ en gerechtelijke instanties actief zijn op het gebied van cybercriminaliteit.

The Task Forces are therefore giving consideration, in association with the European Investment Bank, to establishing a European PPP Expertise Centre.
