Coordination mechanisms with relevant Union agencies, such as the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (FRONTEX), European Maritime Safety Agency (EMSA), European Union Agency for Network and Information Security (ENISA) and European Police Office (Europol), will also be further strengthened in order to improve the coordination of Union programmes and policies in the field of both internal and external security, and of other Union initiatives.

The Agency should be entrusted with the management of the specific objective ‘strengthening frontier research through the activities of the European Research Council’ of Part I ‘Excellent science’ of the Specific Programme implementing Horizon 2020, pursuing similar activities which under the 2007-2013 multiannual financial framework are already managed by the Agency and which are characterised by projects which do not entail political decision-making and require a high level of scientific and financial expertise throughout the project cycle.

Security research coordination and structuring: coordination of European and international security research efforts and development of synergies between civil, security and defence research, improvement of legal conditions, and encouragement to the optimal use of existing infrastructures.
