The European Asylum Support Office (EASO) is a European Union (EU) agency in operation since 2011.

The scope of application of this Regulation should be limited to border surveillance operations carried out by Member States at their external sea borders in the context of operational cooperation coordinated by the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (‘the Agency’) established by Council Regulation (EC) No 2007/2004 .
Het toepassingsgebied van deze verordening dient beperkt te zijn tot grensbewakingsoperaties die de lidstaten aan hun zeebuitengrenzen uitvoeren in het kader van de operationele samenwerking die wordt gecoördineerd door het bij Verordening (EG) nr. 2007/2004 van de Raad opgerichte Europees Agentschap voor het beheer van de operationele samenwerking aan de buitengrenzen van de lidstaten van de Europese Unie („het Agentschap”).

In parallel to the creation of the European Public Prosecutor's Office, the Commission is proposing a reform of the European Union’s Agency for criminal justice cooperation (Eurojust) and presenting a Communication on the governance of the EU Anti-Fraud Office (OLAF).

1 On 29 October 1993 the Representatives of the Governments of the Member States decided that a Translation Centre would be established alongside the Commission's translation departments located in Luxembourg to provide translation services for the operation of the following agencies and departments: - the European Environment Agency and the European environment information and observation network; - the European Training Foundation; - the Office for Veterinary and Plant-Health Inspection and Control; - the European Monitoring Centre for Drugs and Drug Addiction; - the European Medicines Evaluation Agency; - the Agency for Health and Safety at Work; - the Office for Harmonization in the Internal Market (trade marks, designs and models; - Europol and the Europol Drugs Unit. Concentrating the capacity required to meet the multilingual communication needs of a number of agencies spread across the territory of the Union in a single autonomous and specialized centre should ensure the most efficient use of resources, reduce downtime and avoid the duplication of logistic support services such as terminology, documentation, libraries, and information and telecommunication services. On a proposal from Mr Van Miert, the Commission is proposing that the Council adopt a Regulation setting up the Translation Centre as an interagency body with budgetary and organizational ties with the agencies concerned and the Commission and having its own legal personality, managerial autonomy and budget. * * * 1 COM(94) 22/2
(1) De vertegenwoordigers van de regeringen van de Lid-Staten hebben op 29 oktober 1993 besloten dat bij de in Luxemburg gevestigde vertaaldiensten van de Commissie een Vertaalbureau voor de organen van de Unie zal worden opgericht, dat de vertalingen verzorgt die nodig zijn voor de werking van de volgende organen en diensten : - Europees Milieuagentschap en Europees Milieuobservatie- en -informatienetwerk; - Europese Stichting voor Opleiding; - Bureau voor veterinaire en fytosanitaire inspectie; - Europees Waarnemingscentrum voor drugs en drugsverslaving; - Europees Bureau voor geneesmiddelenbeoordeling; - Bureau voor de gezondheid en de veiligheid op het werk; - Bureau voor harmonisatie binnen de interne markt (merken, ontwerpen en modellen); - Europol-Drugseenheid en Europol. Door de capaciteit die nodig is om te voldoen aan de behoeften aan communicatie in verscheidene talen van een aanzienlijk aantal over het grondgebied van de Unie verspreide organen in een autonoom gespecialiseerd bureau bijeen te brengen, zou het mogelijk moeten zijn dubbel werk, "slappe" perioden en een toename van het aantal diensten dat logistieke steun verleent (terminologie, documentatie en bibliotheek, informatica- en telematicadiensten, enz.) te voorkomen. Op voorstel van de heer Karel Van Miert stelt de Commissie aan de Raad voor een verordening aan te nemen tot oprichting van het Vertaalbureau voor de organen van de Europese Unie.

The extent and development of such a cooperation will depend on Libya's commitments on asylum and fundamental rights as stated above; invites the Commission to engage, on the basis of the suggestions contained in the Annex and as soon as possible, in exploratory discussions with the Libyan authorities to identify practical measures to tackle illegal migration in areas such as training, reinforcement of institution building, asylum issues and increasing public awareness of the dangers of illegal migration, and to discuss the conditions under which such cooperation could take place; invites the Commission to report on the outcome of its exploratory discussions with the Libyan authorities in order for the Council to consider further action; stresses that as long as Libya does not fully integrate into the Barcelona process, any cooperation with Libya can only be limited in scope and take place on a technical ad hoc basis; calls upon the Commission to extend this cooperation to the main countries of origin and transit on the African continent in close relation with the relevant regional organisations to develop a wider approach to migration management on the African continent; calls upon the Member States and the Commission to implement swiftly the measures listed in the Annex, and calls upon the Member States to intensify, in particular in the framework of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (the "Agency"), their cooperation on maritime external borders in the Mediterranean area and invites the Agency to include among its priorities in the working programme for 2005 and 2006 concrete operational actions on this issue; invites the Commission to provide regular reports on progress in cooperation with the main African countries of origin and transit and in the implementation of the measures to intensify cooperation within the EU.
