Coordination mechanisms with relevant Union agencies, such as the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (FRONTEX), European Maritime Safety Agency (EMSA), European Union Agency for Network and Information Security (ENISA) and European Police Office (Europol), will also be further strengthened in order to improve the coordination of Union programmes and policies in the field of both internal and external security, and of other Union initiatives.

Calls for the EU institutions, agencies and bodies, as well as the Member States and their law enforcement agencies, to cooperate and concretely coordinate their actions to counter the use of ICT to commit crimes related to trafficking in human beings, cyber-harassment and cyber-stalking, given that they are often transborder in nature and that EU-level coordination is vital for prosecuting these crimes; calls on the Member States to review and potentially revise their criminal law to ensure that new forms of digital violence are clearly defined and recognised, and to ensure that appropriate modes of prosecution are in place; calls on the Member States to adopt reporting portals so that citizens will have their own secure and confidential place online where they can report harassment from internet users; calls for the EU Cybersecurity Strategy and the Europol Cybercrime Centre to cover these issues; calls on the Commission to promote training and capacity-building for victim support in digital matters among police and judicial authorities, as well as psychological support during court cases related to the issue.

The Union’s objective of ensuring a high level of security within an area of freedom, security and justice pursuant to Article 67(3) of the Treaty on the Functioning of the European Union (TFEU) should be achieved, inter alia, through measures to prevent and combat crime as well as through measures for coordination and cooperation between law enforcement authorities and other national authorities of Member States, including with Europol or other relevant Union bodies, and with relevant third countries and international organisations.

Financial assistance in these areas should in particular support actions promoting cross-border joint operations, access to and exchange of information, exchange of best practices, facilitated and secure communication and coordination, training and exchange of staff, analytical, monitoring and evaluation activities, comprehensive threat and risk assessments in accordance with the competencies set out in the TFEU, awareness raising activities, testing and validation of new technology, forensic science research, the acquisition of technical interoperable equipment and cooperation between Member States and relevant Union bodies, including Europol.

Stresses the need for the EEAS to work together with Europol to incorporate internal security experts, in particular police and rule of law experts, and, where appropriate, to also post them in EU delegations, as a means of effectively putting into practice the need for better coordination between the internal and external dimensions of EU security strategies; to this end, underlines that exchanging information and sharing resources with the FSJ agencies – Europol, Eurojust, Frontex – would be extremely beneficial;

Points to citizens' concerns with regard to the area of freedom, justice and security and calls on Council and Commission to make serious progress in this field, e.g. as concerns immigration and asylum policy; points out that the coordination of the security of external borders and the strengthening of Europol and Eurojust are priorities in the creation of an area of freedom, justice and security; calls on the Commission to clarify the use of the Schengen facility in new Member States;
