ERKENT dat overdraagbare ziekten, die soms opnieuw opduiken - zoals tuberculose, mazelen, kinkhoest en rodehond -, nog steeds een uitdaging voor de volksgezondheid vormen en een groot aantal infecties en sterfgevallen kunnen veroorzaken, en dat het recente ontstaan en uitbreken van overdraagbare ziekten zoals polio, vogelgriep H5N1 en H7N9, het MERS-coronavirus en het ebolavirus, heeft bevestigd dat strenge waakzaamheid geboden blijft, ook met betrekking tot ziekten die op dit moment niet op het grondgebied van de Unie aanwezig zijn.
