Tenslotte volgen hier de voornaamste opmerkingen over de tenuitvoerlegging van de OP s die voor de controle werden geselecteerd: - zeer trage vorderingen bij de tenuitvoerlegging van de algemeen als dringend beschouwde landhervorming; - onvoldoende toezicht op de projecten die werden goedgekeurd in het kader van de Operationele Programma s voor de gevolgen van slecht weer en droogte; - aanvaarding van tenuitvoerlegging in regio s die niet onder het Operationeel Programma - Slecht weer vielen en van uitgaven die niet subsidiabel waren; - goedkeuring, zonder behoorlijke evaluatie, van een subsidie van meer dan 1 miljard escudo s (5,6 miljoen ECU) voor de bouw van serres over 300 hectares, een project dat later mislukte, waardoor het volledige bedrag van de communautaire steun verloren zou kunnen zijn gegaan; - een onregelmatigheid in het Operationeel Programma voor bosbouw, waarmee een groot bedrag aan communautaire steun is gemoeid en die ernstige gevolgen heeft omdat ze schijnt te zijn begaan door werknemers van het Instituut voor bosbouw, een overheidslichaam; voorts hebben de Portugese overheidsinstanties de Commissie hiervan niet op de hoogte gesteld en er werd dan ook tot op heden geen onafhankelijk onderzoek naar het incident ingesteld.
