Acknowledging in its conclusions of 20 June 2008 that high food prices were affecting the situation of the world’s poorest populations and putting at risk progress towards the achievement of all Millennium Development Goals (MDGs), the European Council adopted an EU Agenda for Action on MDGs which states that the European Union is committed, in line with the Food and Agricultural Organisation (FAO) Conference Declaration adopted by the FAO High Level Conference on World Food Security on 5 June 2008 (the ‘FAO Conference Declaration’), to promote a global partnership for food and agriculture and wishes to play a substantial role in helping to bridge part of the financing gap by 2010 in the areas of agriculture, food security and rural development.
De Europese Raad heeft in zijn conclusies van 20 juni 2008 erkend dat de hoge voedselprijzen ernstige gevolgen voor de situatie van de armste bevolkingsgroepen in de wereld hebben en het halen van alle millenniumdoelstellingen voor ontwikkeling (MDG's) dreigen te vertragen, en een agenda van de EU voor actie inzake MDG's aangenomen waarin staat dat de Europese Unie zich overeenkomstig de verklaring van de conferentie van de Wereldvoedselorganisatie (FAO) die op 5 juni 2008 door de FAO-conferentie op hoog niveau over wereldvoedselzekerheid is aangenomen („de verklaring van de FAO-conferentie”), zal beijveren voor een mondiaal partnerschap voor voedsel en landbouw en bereid is een groot deel van het tegen 2010 bestaande financieringstekort op de gebieden landbouw, voedselveiligheid en plattelandsontwikkeling voor haar rekening te nemen.

The Council was briefed by the presidency on preparations for a high-level conference on world food security and the challenges of climate change and bio-energy, to be organised by the UN Food and Agriculture Organisation in Rome from 3 to 5 June (doc. 8165/08).

The Slovenian Presidency will take part in the international Conference on World Food Security and the Challenges of Climate Change and Bioenergy to be held at the beginning of June in Rome under the auspices of the FAO.

The European Council also concluded that in this endeavour the European Union will promote a more coordinated and longer-term international response to the current food crisis, in particular in the United Nations (UN) and in international financial institutions, that it welcomes the establishment of the High-Level Task Force on the Global Food Security Crisis (HLTF) established by the UN Secretary-General and is determined to play its full part in implementing the FAO Conference Declaration.
De Europese Raad heeft in zijn conclusies tevens verklaard dat de Europese Unie in dit streven een nauwer gecoördineerde internationale respons op langere termijn zal stimuleren, in het bijzonder in de Verenigde Naties (VN) en in internationale financiële instellingen, haar tevredenheid uitspreekt over de oprichting door de VN-secretaris-generaal van een taskforce op hoog niveau (TFHN) voor de mondiale voedselzekerheidscrisis en vastbesloten is ten volle haar aandeel te leveren in de uitvoering van de verklaring van de FAO-conferentie.
