Administrative capacities in the field of information technologies (IT) and effectiveness of the data systems in the fields of administrative cooperation and internal control remain weak.

European standardisation is governed by a specific legal framework consisting of three different legal acts, namely Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services , Decision No 1673/2006/EC of the European Parliament and of the Council of 24 October 2006 on the financing of European standardisation and Council Decision 87/95/EEC of 22 December 1986 on standardisation in the field of information technology and telecommunications .

Where measures aiming to ensure that terminal equipment is constructed so as to safeguard the protection of personal data and privacy are adopted pursuant to Directive 1999/5/EC or Council Decision 87/95/EEC of 22 December 1986 on standardization in the field of information technology and telecommunications , such measures should respect the principle of technology neutrality.
Wanneer maatregelen worden genomen om ervoor te zorgen dat bij de bouw van eindapparatuur de bescherming van persoonsgegevens en de persoonlijke levenssfeer wordt gewaarborgd overeenkomstig Richtlijn 1999/5/EG of Beschikking 87/95/EEG van de Raad van 22 december 1986 betreffende de normalisatie op het gebied van de informatietechnologieën en de telecommunicatie , moet het beginsel van technologische neutraliteit in acht worden genomen.

It is therefore a good idea to include in this Decision the financing of European standardisation activities in the field of information technologies and telecommunications which is also governed, in particular, by Council Decision 87/95/EEC of 22 December 1986 on standardisation in the field of information technology and telecommunications .
Het is derhalve wenselijk, de financiering van de Europese normalisatiewerkzaamheden op het gebied van de informatie- en telecommunicatietechnologieën, waarop bovendien met name Beschikking 87/95/EEG van de Raad van 22 december 1986 betreffende de normalisatie op het gebied van de informatietechnologieën en de telecommunicatie van toepassing is, in het onderhavige besluit op te nemen.

(3) For this reason, and in order to benefit from the latest developments in the field of information technology and to allow for the introduction of new functions, it is necessary to develop a new, second generation Schengen Information System (SIS II), as already acknowledged in Decision SCH/Com-ex (97) 24 of the Executive Committee of 7 October 1997(3).
