Points out that the financing, production and co-production of films and television content depend to a great extent on exclusive territorial licences granted to local distributers on a range of platforms reflecting the cultural specificities of the various markets in Europe; that being so, emphasises that the ability, under the principle of freedom of contract, to select the extent of territorial coverage and the type of distribution platform encourages investment in films and television content and promotes cultural diversity; calls on the Commission to ensure that any initiative to modernise copyright is preceded by a wide-ranging study of its likely impact on the production, financing and distribution of films and television content, and also on cultural diversity;

The Commission will study ways of promoting science in all multimedia forms including television (European festival of science films for the general public, exchange mechanisms between audio-visual production structures, networks of regional television channels, etc) under the MEDIA Plus programme [14]. The Commission already supports the development and production of audio-visual works, including creative documentaries, for broadcasting on European television channels.
De Commissie bestudeert mogelijkheden om de zichtbaarheid van de wetenschap in alle multimediakanalen, inclusief de televisie, te bevorderen (Europees festival voor de wetenschappelijke publieksfilm, uitwisselingsmechanismen tussen audiovisuele productiestructuren, regionale kabeltelevisienetwerken, enz.). I am therefore very much looking forward to seeing the results of the study announced by the Commission on the economic and cultural impact of the existing State aid and I welcome the Commission's extension of the validity of the criteria for aid to film and television production until 2007, and I am pleased that this has been taken up in Mr Hegyi’s report.
