IN-CONTEXT TRANSLATIONS

Strongly supports the continued implementation of guarantee instruments in the framework of the Competitiveness and Innovation Programme (CIP), the Risk-Sharing and Financing Facility under FP7 and the Structural Funds (JEREMIE), with the aim of enhancing SME lending, and under the JASMINE initiative to support micro-finance institutions; points out that their proper implementation is currently being hindered by overly complex administrative procedures; asks the Commission to make it easier to use the Structural Funds in connection with SME finance instruments, particularly to finance revolving funds for guarantee schemes, whilst avoiding the creation of structures which duplicate existing schemes, e.g. at national level;
pleit krachtig voor voortgezette implementatie van de garantie-instrumenten in de context van het Kaderprogramma voor concurrentievermogen en innovatie (CIP), de in het kader van KP7 opgezette Risicodelende Financieringsfaciliteit en de structuurfondsen (JEREMIE), zodat de kredietverlening aan het MKB kan worden verruimd, alsmede van de uit hoofde van het JASMINE-initiatief bestaande faciliteiten ter ondersteuning van microkredietinstellingen; wijst erop dat de correcte implementatie hiervan momenteel wordt belemmerd door al te complexe administratieve procedures; verzoekt de Commissie het gebruik van de structuurfondsen ten behoeve van mkb-financieringsinstrumenten te vereenvoudigen, met name voor revolverende fondsen ter financiering van garantieregelingen, en tegelijkertijd te voorkomen dat er structuren ontstaan die bestaande regelingen op bv. nationaal niveau repliceren;

In accordance with both the letter and the spirit of the Treaty of Lisbon, I therefore support the urgent incorporation into the regulation on the instrument for development cooperation of a properly integrated procedure for delegated acts relating to the planning of other external action financing instruments which are currently under review, that is, the stability instrument, the instrument for human rights and democracy and the instrument for cooperation with industrialised countries.

Points out that at present SME financial support measures form part of many different EU programmes, such as the CIP, the Structural Funds (JEREMIE), FP7 and others, and notes a lack of coherence between these programmes; calls on the Commission to establish greater coherence between the various programmes providing guarantees and a good balance between national and EU schemes supporting the financing of innovation or the provision of venture capital to SMEs; urges the Commission to create a one-stop shop for the various EU financing instruments aimed at SMEs;

In order to reinforce competition between credit rating agencies, to help avoiding possible conflicts of interest under the issuer-pays model, which are particularly virulent regarding the rating of structured finance instruments, and to enhance transparency and the quality of ratings for structured finance instruments, registered or certified credit rating agencies should have the right to access a list of structured finance instruments that are being rated by their competitors.

Council Regulation (EC) No 1085/2006 (4) established an Instrument for Pre-Accession Assistance (IPA), Regulation (EC) No 1638/2006 of the European Parliament and of the Council (5) established a European Neighbourhood and Partnership Instrument, Regulation (EC) No 1905/2006 of the European Parliament and of the Council (6) established a financing instrument for development cooperation, Council Regulation (EC) No 1934/2006 (7) established a financing instrument for cooperation with industrialised and other high-income countries and territories and the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States and the European Community and its Member States, signed in Cotonou on 23 June 2000 (8) (the ACP-EC Partnership Agreement) and the Internal Agreement establishing the financing of Community aid under the multiannual financial framework for the period 2008 to 2013 in accordance with the ACP-EC Partnership Agreement and the allocation of financial assistance for the Overseas Countries and Territories to which Part Four of the EC Treaty applies (9) (Internal ACP-EC Agreement), govern the European Development Fund.
