Today, 10% of the EU seafood consumption comes from aquaculture, 25% from EU fisheries and 65% from imports from third countries (including both fisheries and aquaculture); the gap between consumption and production of our capture fisheries has been steadily growing in the last years, and aquaculture can help filling it.

When achieving those objectives, producer organisations should take into account the different conditions of the fishery and aquaculture sectors that prevail in the Union, including in the outermost regions, and in particular the special characteristics of small-scale fisheries and extensive aquaculture.

Detailed rules should be laid down for granting aid to aquaculture, inland fishing, processing and marketing of fisheries and aquaculture products, while ensuring that these sectors retain economic viability. For that purpose, it is necessary to identify a limited number of priority objectives for assistance and to focus the structural aid for aquaculture, processing and marketing of fisheries and aquaculture products on micro, small and medium-sized enterprises with priority given to micro and small-sized enterprises.

This EFF will succeed the current Financial Instrument for Fisheries Guidance (FIFG). EFF measures are adapted to the changing needs of both the fisheries and aquaculture sector and the coastal fishing areas concerned. The approach is based on helping to reduce fishing pressure to allow the recovery of fish stocks and encourage the use of more environmentally-friendly equipment and practices in fishing and aquaculture and in processing and marketing of fisheries products.

Income support to workers in the fisheries and aquaculture sector and to workers employed in the processing and marketing of fishery and aquaculture products may be considered compatible with the common market provided that it forms part of socio-economic back-up measures compensating income losses linked to measures designed to achieve an adjustment of capacity adopted pursuant to Article 11(1) of Regulation (EC) No 2371/2002.

Under Council Regulation (EEC) No 4028/86 of 18 December 1986 on Community measures to improve and adapt structures in the fisheries and aquaculture sector*, the Commission has granted Community financial aid of ECU 49.70 million for the fishing fleet and aquaculture and ECU 15.59 million for the provision of facilities at fishing ports.

The programme is in conformity with the 'Guidelines' for state aid in the fisheries and aquaculture sector, and stipulates that regional aid is to be granted for: - the promotion of fishery products; - the processing and marketing of fishery and aquaculture products; - the construction and modernization of fishing vessels; - the final cessation of fishing activities by fishing vessels and the temporary cessation of fishing activities; - the development of aquaculture; - the development of coastal marine areas and equipping of fishing ports.
