The Food Standards Agency's Food Safety Workbook is a documented record of the food safety management system. As well as covering the quality assurances given by the suppliers of raw ingredients used in making the cheese it also covers the traceability of the cheese once it leaves the production site.

It will also lead to better compliance with EU food standards and thus to fewer and more simplified controls at import.

The involvement of participants from third countries will lead to a better understanding of EU food standards and import procedures thus lowering the hurdle for third countries, and in particular developing countries, to place goods on the EU market.

2. In the context of the Community's development cooperation policy, the Commission shall promote support to developing countries with regard to feed and food safety in general and compliance with feed and food standards in particular, in order to build the institutional capacity required to meet the requirements referred to in Articles 5, 12, 47 and 48.

3. Where international standards exist or their completion is imminent, they shall be taken into consideration in the development or adaptation of food law, except where such standards or relevant parts would be an ineffective or inappropriate means for the fulfilment of the legitimate objectives of food law or where there is a scientific justification, or where they would result in a different level of protection from the one determined as appropriate in the Community.
3. Indien er internationale normen bestaan of op korte termijn tot stand zullen komen, wordt hiermee bij de ontwikkeling en aanpassing van de levensmiddelenwetgeving rekening gehouden, tenzij die normen of de betrokken gedeelten ervan een ondoeltreffend of ongeschikt middel zouden zijn om de legitieme doelstellingen van de levensmiddelenwetgeving te verwezenlijken, er wetenschappelijke gronden zijn om deze buiten beschouwing te laten, of bedoelde normen tot een ander beschermingsniveau zouden leiden dan het niveau dat in de Gemeenschap passend wordt geacht.
