Notes the Commission’s proposal to introduce an action plan for sustainable forestry and stresses that the EU’s responsibility in the field of forestry policy is and should remain very limited; stresses that the basic perspective for all decision-making affecting European forests must be that European forests differ substantially from each other and face different environmental challenges; considers, therefore, that the EU action plan for sustainable forestry must be consistent with the international commitments of the EU and its Member States, and be drawn up with the subsidiarity principle to the fore and be based on the national forestry programmes.

4. Notes that the EU already takes many political decisions which directly or indirectly affect European forests and forestry but that coordination by the Commission between various areas of policy concerning forests has many shortcomings; notes that this situation has been to the detriment of compatibility between different environmental objectives and of the conditions for forestry; considers therefore that the Commission’s most important task should be to coordinate existing forestry policy and, in future, to carry out assessments in advance with a view to taking account, at an early stage, of how various political decisions affect European forests and forestry; considers, therefore, that the Standing Forestry Committee should be strengthened and given responsibility for implementing the proposed action plan. Observes that Natura 2000, the EU's network for safeguarding biodiversity and conservation of species, is an important element in the EU's green infrastructure.
4. stelt vast dat de Europese Unie thans reeds vele politieke beslissingen neemt die een rechtstreeks of onrechtstreeks effect hebben op de Europese bossen en de bosbouw, dat echter de coördinatie tussen de verschillende beleidsgebieden betreffende de bossen door de Commissie zeer te wensen overlaat; stelt vast dat door deze omstandigheid grote nadelen zijn ontstaan wat betreft de verenigbaarheid van verschillende doelstellingen van het milieubeleid en de voorwaarden voor de bosbouw, en dat het daarom tot de belangrijkste taken van de Commissie behoort, het geldende beleid met betrekking tot de bossen te coördineren en in de toekomst evaluaties van tevoren uit te voeren opdat er bijtijds op kan worden gelet, welk effect bepaalde politieke besluiten op de Europese bossen en de bosbouw hebben; is derhalve van mening dat de rol van het Permanent Comité voor de bosbouw moet worden versterkt en dat het met de tenuitvoerlegging van het voorgestelde actieplan dient te worden belast. Merkt op dat Natura 2000, het EU-netwerk voor het behoud van de biodiversiteit en de bescherming van dier- en plantensoorten, een belangrijk element van de groene infrastructuur van de EU vormt;
