The African, Caribbean and Pacific (ACP) States referred to in Protocol No 8 on ACP Sugar annexed to the Fourth ACP-EEC Convention, the Republic of Zambia and the European Community have agreed on the following.
De staten in Afrika, het Caribisch gebied en de Stille Zuidzee, genoemd in Protocol 8 betreffende ACS-suiker, gehecht aan de vierde ACS-EEG-Overeenkomst, de Republiek Zambia en de Europese Gemeenschap zijn het volgende overeengekomen:

"The African, Caribbean and Pacific (ACP) States referred to in Protocol No 8 on ACP Sugar annexed to the Fourth ACP-EEC Convention, the Republic of Zambia and the European Community have agreed on the following.

3. In order to facilitate the transition to the new trading arrangements, the non-reciprocal trade preferences applied under the Fourth ACP-EC Convention shall be maintained during the preparatory period for all ACP countries, under the conditions defined in Annex V to this Agreement.

In the form of an Exchange of Letters between the European Community and Barbados, Belize, the Republic of the Congo, Fiji, the Cooperative Republic of Guyana, the Republic of Côte d'Ivoire, Jamaica, the Republic of Kenya, the Republic of Madagascar, the Republic of Malawi, the Republic of Mauritius, the Republic of Suriname, Saint Christopher and Nevis, the Kingdom of Swaziland, the United Republic of Tanzania, the Republic of Trinidad and Tobago, the Republic of Uganda, the Republic of Zambia and the Republic of Zimbabwe on the accession of the Republic of Zambia to Protocol No 8 on ACP Sugar annexed to the Fourth ACP-EEC Convention.

Article 11(1)b of the Directive stipulates that the competent authorities of Member States shall not authorise shipments of radioactive waste to a State party to the Fourth ACP-EEC Convention which is not a member of the Community, taking account, however, of Article 14.
Volgens artikel 11, lid 1, onder b), van deze richtlijn geven de bevoegde autoriteiten van een lidstaat geen vergunning af voor het vervoer van radioactief afval naar een staat buiten de Gemeenschap die partij is bij de Vierde ACS-EEG-Overeenkomst, waarbij echter rekening wordt gehouden met artikel 14.

8. The legal basis of the Council's proposal for a decision is the Internal Agreement on the financing and administration of Community aid within the framework of the Fourth ACP-EEC Convention, signed on 16 July 1990, commonly called the 'Internal Agreement'.
8. De rechtsgrondslag voor het voorstel voor een besluit van de Raad is het intern akkoord over de financiering en het beheer van de communautaire steun in het kader van de Vierde ACS-EEGOvereenkomst dat op 16 juli 1990 is ondertekend, gewoonlijk "het Intern Akkoord" genoemd.
