The Commission shall adopt, by means of implementing act, in accordance with the examination procedure referred to in Article 143(3), uniform conditions on the model for the report and opinion of the independent audit body and the description of the functions and procedures in place for the managing authority and, where appropriate, the certifying authority.
7. De Commissie stelt door middel van een uitvoeringshandeling volgens de in artikel 143, lid 3, bedoelde onderzoeksprocedure uniforme voorwaarden vast voor het model voor het verslag en het advies van de onafhankelijke auditinstantie en de beschrijving van de geldende functies en procedures voor de beheersautoriteit en, in voorkomend geval, de certificeringsautoriteit.

For the common electricity and gas market and network model set out in paragraph 8 of Article 12, the input data set referred to in point 1 shall cover the years n+10, n+20 and n+30 and the model shall allow for a full assessment of economic, social and environmental impacts, notably for the functioning of the internal market and including external costs such as those related to greenhouse gas and conventional air pollutant emissions or security of supply.
Voor de interne markt voor elektriciteit en gas en het in Artikel 12, lid 8, bedoelde netwerkmodel heeft de in punt 1 bedoelde inputgegevensverzameling betrekking op de jaren n+10, n+20 en n+30 en maakt het model een volledige beoordeling mogelijk van de economische, maatschappelijke en milieueffecten, in het bijzonder voor de werking van de interne markt en door opname van de externe kosten zoals die in verband met de uitstoot van broeikasgassen en conventionele verontreinigende stoffen of de voorzieningszekerheid.

In view of the cooperation model foreseen by ICE, any additional fees and conditions applied by exchange members and clients thereof in relation to the admission functions they perform should be also clearly stated, easily understandable and publicly available on the webpages of those offering the services with direct references to those webpages available on ICE’s webpage.

Believes that investments in infrastructure, functionality and electronic cross-reference initiatives have enabled major improvements in the dissemination and use of scientific information and that the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities is an example of how opportunities for experimentation with new models have been opened up by the internet; underlines the importance of respecting authors' freedom of choice and intellectual property rights (IPR), ensuring the continuation of quality peer reviews and the trusted secure preservation of refereed work, and encourages stakeholders to work together through pilot projects to evaluate the impact and viability of alternative models, such as the development of Open Access;
