4. Recalls that, considering its importance, the Commission should consult Parliament prior to the adoption of the Annual Growth Survey; believes, in this connection, that Parliament should invite the Commission to discuss the general ex ante guidance earlier in the process, before the Annual Growth Survey is completed and released;

Notes that the economic dialogue should aim at reinforcing the democratic legitimacy of the process through proper parliamentary scrutiny of the preparation of, and follow-up to, the Annual Growth Survey and the country-specific recommendations; considers that the economic dialogue should be used at key moments of the European Semester, namely at the beginning of the cycle before the Annual Growth Survey is published, and also shortly after its publication, before the adoption by the Council of the country-specific recommendations, and at the end of the process after the European Council has endorsed the country-specific recommendations;

Considers it disappointing that the Commission has ignored repeated calls from Parliament to establish full democratic legitimacy for the European Semester, starting with the conversion of the Annual Growth Survey (AGS) into Annual Sustainable Growth Guidelines, presented in a format that would allow Parliament to propose amendments and would ensure that a transparent process of interinstitutional decision-making results in commonly agreed policy guidance; calls on the Commission to present future AGSs in a more ambitious manner, with growth-geared guidance and the inclusion of more extensive guidelines for national, regional and local authorities; stresses the fact that national parliaments, and regional and local authorities, have very limited access to the process of the European Semester, despite the fact that their contribution and participation are necessary if the chances of meeting the Europe 202 targets are to be improved;

Reiterates that, in order to preserve the credibility of the Annual Growth Survey and of the entire Semester process, the Council must justify its reasons should it refuse to follow the Commission’s recommendations based on the Annual Growth Survey; welcomes the ‘comply or explain’ principle introduced by the ‘six pack’ regarding country-specific recommendations, according to which the Council is publicly accountable for any changes it introduces to the Commission’s proposals, and considers that this principle should be reinforced in practice;
17. herhaalt dat de Raad, om de geloofwaardigheid van de jaarlijkse groeianalyse en van het gehele semesterproces te behouden, zich moet rechtvaardigen ingeval hij de aanbevelingen van de Commissie op basis van de jaarlijkse groeianalyse weigert op te volgen; is verheugd over het "naleven of motiveren"-beginsel dat met het "six pack" met betrekking tot de landenspecifieke aanbevelingen is ingevoerd en uit hoofde waarvan de Raad in het openbaar rekenschap moet afleggen over eventuele wijzigingen die hij in de Commissievoorstellen aanbrengt, en is van oordeel dat dit beginsel in de praktijk moet worden versterkt;
