At the outcome of the debate, the President drew the following conclusions : The Council - acknowledges with interest the Note from the Presidency on the Science and Technology cooperation between the European Union and Mediterranean third countries; - confirms, on this occasion, the importance of such cooperation in the general framework of international cooperation of the European Union in the field of scientific research and technological development; - looks forward with interest to future actions to be undertaken in view of an efficient and concrete follow-up to the decisions adopted in Barcelona in November 1995 in the field of scientific research; - expects that all delegations be adequately represented at scientific level in the Monitoring Committee so that positions on future activities to be implemented can be coordinated in a satisfactory way.
Tot besluit van het debat trok de Voorzitter de volgende conclusies : De Raad - neemt met belangstelling akte van de nota van het Voorzitterschap over de wetenschappelijke en technologische samenwerking tussen de Europese Unie en derde landen in het Middellandse-Zeegebied ; - bevestigt bij deze het belang van die samenwerking in het algemene kader van de internationale samenwerking van de Europese Unie op het gebied van wetenschappelijk onderzoek en technologische ontwikkeling ; - ziet met belangstelling toekomstige acties tegemoet met het oog op een doeltreffende en concrete follow-up van de in november 1995 in Barcelona getroffen besluiten inzake wetenschappelijk onderzoek ; - verwacht van alle delegaties dat zij zich naar behoren laten vertegenwoordigen in het toezichtcomité, zodat de standpunten met betrekking tot de tenuitvoerlegging van toekomstige activiteiten op een bevredigende wijze kunnen worden gecoördineerd.

2. Shortcomings in the operation of the single market - delays in transposal and differences in the interpretation of Community rules at national level (particularly serious in the fields of public procurement, intellectual property, advanced technologies and services, and general product safety); - the apparent persistence of technical barriers to trade, especially those resulting from the failure by national authorities to observe the principle of mutual recognition of national legislation in areas that have not been harmonized (problems have been noted with regard to road vehicles, foodstuffs and pharmaceuticals in particular); - difficulties faced by individuals and businesses in obtaining redress.
2. Tekortkomingen in het functioneren van de interne markt - vertraging bij de omzetting en uiteenlopende interpretaties op nationaal niveau (bijzonder schrijnend op het vlak van de openbare aanbestedingen, intellectueel eigendom, nieuwe diensten en technologieën en algemene produktveiligheid) - het onmiskenbaar voortbestaan van technische handelsbarrières, met name het niet naleven door de nationale overheden van het beginsel van wederzijdse erkenning van wetten op gebieden waarop de wetgeving nog niet geharmoniseerd is (wegvoertuigen, levensmiddelen en farmaceutische produkten) - verhaalmoeilijkheden voor natuurlijke en rechtspersonen, hetgeen verklaart waarom zo weinig klachten worden ingediend tegen technische handelsbelemmeringen.
