WELCOMES the progress achieved with the Principal European Economic Indicators (PEEIs), following the recommendations of the 2006 EFC Status Report; RECOGNISES that, in general, the timeliness targets, as fixed by the Communication of the Commission of 27 November 2002, have been reached for the majority of PEEIs, ENCOURAGES ongoing efforts to promote best practices and data sharing; REITERATES the need to strengthen the accuracy and reliability of the indicators; and CALLS UPON Member States, Eurostat and the ECB to strengthen the PEEIs and the underlying basic statistics by developing and implementing all the necessary technical and legal instruments; CALLS UPON the European Statistical System to step up efforts to also ensure the regular availability and high quality of the statistics for structural analysis, and INVITES Eurostat and the ECB to provide an updated Status Report on the fulfilment of EMU statistical requirements in 2008; and to review the scope, timeliness and quality of the PEEIs in the light of the results achieved, the constraints encountered and the evolving users’ needs for economic and monetary policy purposes.

Recalls that the situation of fragile States must be addressed with a conflict-sensitive approach that takes into account the promotion of human security, that addresses the political economy of conflict and the sources of inequality and discrimination, in order to reach sustainable peace and security; calls for greater coherence of EU policies, e.g. by implementing its existing commitments to control the arms trade but also by upgrading the EU Code of Conduct on Arms Export to a legally binding CFSP Common Position and by accelerating the implementation of the EU Strategy to Combat the Illicit Accumulation and Trafficking of Small Arms and Light Weapons (SALW); in this connection, stresses how important it is to prevent rather than to resolve conflicts; calls for international aid to be provided for the purpose of establishing regional monitoring centres on a geographical basis, capable of detecting any deterioration in inter-ethnic, inter-religious or inter-linguistic tensions and of alerting the international community to situations in Africa which may turn violent;

In the light of these fundamental considerations, and reflecting the debate in Council, COREPER should urgently scrutinise all the elements of the Commission Proposal and should take note in its examination of the following points in particular: - the proposed aggregate capacity reduction rates are generally considered to be too high; - the appropriate relationship should be ensured between the scientific recommendations and proposed reductions; - the need to address the issue of technical progress; - the scope for deployment by Member States at national level of effort management schemes as an alternative or complement to capacity reductions, based on a fully transparent approach; - the permanency, or otherwise, of activity reductions; - the need to ensure sufficient flexibility in fleet segmentation so as to reflect the varying situations in Member States, including the treatment of multi-purpose fleets targeting several stocks and the need for appropriate weightings; - the agreed scope for widening the specific treatment of small-scale fishery; - the need for the specific treatment of static gear to be non- discriminatory vis-à-vis towed gear, fully transparent and properly monitored; - the need to ensure that the principle of relative stability is fully observed".
In het licht van al deze fundamentele overwegingen en van het debat in de Raad zou het COREPER dringend werk moeten maken van een grondige bespreking van alle aspecten van het Commissievoorstel, en daarbij met name aan de volgende punten bijzondere aandacht moeten schenken : - het feit dat de voorgestelde totale capaciteitsverminderingspercentages over het algemeen te hoog worden geacht ; - het feit dat er een passende relatie tussen de wetenschappelijke aanbevelingen en de voorgestelde reducties moet worden gelegd ; - de noodzaak om de kwestie van de technische vooruitgang in beschouwing te nemen ; - de mogelijkheid voor de Lid-Staten om, als alternatief voor of als aanvulling op de capaciteitsverminderingen, op nationaal niveau regelingen voor inspanningsbeheer in te voeren, op basis van een volledig transparante aanpak ; - het al dan niet permanente karakter van de beperkingen van de activiteit ; - de noodzaak van voldoende flexibiliteit op het stuk van de vlootsegmentering om rekening te houden met de uiteenlopende situaties in de Lid-Staten, met inbegrip van de behandeling van multifunctionele vloten die op verschillende bestanden vissen, alsmede de noodzaak van passende wegingen ; - de overeengekomen mogelijkheid tot verruiming van de specifieke regeling voor de kleinschalige visserij ; - de noodzaak om ervoor te zorgen dat de specifieke behandeling voor passief tuig geen aanleiding geeft tot discriminatie ten nadele van het segment dat met gesleept tuig vist, met dien verstande dat daarbij moet worden ingestaan voor volledige transparantie en voor een adequate controle ; - de noodzaak om de integrale naleving van het beginsel van de relatieve stabiliteit te waarborgen".

Many of the planned measures are directed towards this objective: - improving the accessibility of legislation: 1996 plans include recasting the legislation relating to veterinary medicines and agricultural tractors and consolidation of the directives on machinery, technical standards and regulations, fertilizers, collective dismissals, dangerous substances and preparations, and the regulations on the common organization of the sugar market and the financing of the common agricultural policy; - rationalizing the legislation: examples are the general review of the strategy on waste, the framework proposal on water (integrated management), the follow-up to the Green Paper on food law, the horizontal rules governing State aids to replace the existing rules for the motor industry, man-made fibres and textiles; - lightening the administrative and other burdens resulting from legislation: for instance, simplification of the directive on the marketing of plant health products (single, fast-track procedure for certain pesticides); review of current thresholds and reference-back clauses in the merger-control regulation; simplification of rules of origin for Central and Eastern Europe, EFTA and the Mediterranean; promotion of use of administrative sources for statistical purposes; - widening the range of available instruments, notably by developing alternative approaches in place of legislation: implementation of the new non-legislative approach to accounting; development of frameworks for voluntary agreements with industry on environmental protection and "green" taxes and charges in the Member States; - facilitating the application of legislation by decentralization (e.g. Notice on cooperation with national authorities in competition law matters) or by flanking measures (e.g. methodological and financial support to the Member States for the implementation of the regulation on business statistical surveys).
Vele voorgenomen acties dragen ertoe bij, aan de hand van onderstaande principes : - vergroting van de toegankelijkheid van de wetgevingen. In 1996 zal met name worden overgegaan tot herschikking van de wetgevingen betreffende diergeneesmiddelen en landbouwtrekkers, en tot codificatie van de richtlijnen inzake machines, normen en technische voorschriften, meststoffen, collectief ontslag, gevaarlijke stoffen en preparaten, en van de verordeningen inzake de GMO suiker en de financiering van het GLB; - rationalisatie van het wetgevingskader: bij voorbeeld : algemeen onderzoek van de strategie inzake afvalstoffen, kadervoorstel betreffende water (geïntegreerd beheer); follow-up van het groenboek "levenmiddelenrecht"; horizontale kaderregeling voor de steunmaatregelen van de Staten ter vervanging van de huidige kaders in de sectoren automobielindustrie, synthetische vezels en textiel; - verlichting van de administratieve en andere lasten die voortvloeien uit de wetgeving: bij voorbeeld : vereenvoudiging van de richtlijn betreffende het in de handel brengen van phytofarmaceutica (onderwerping van bepaalde bedrijfsmiddelen aan één enkele "fast track"-procedure); herziening van de huidige drempels en verwijzingsclausules vervat in de verordening betreffende concentraties; vereenvoudiging van de oorsprongsregels "LMOE en EVA" en "Middellandse-Zeelanden"; stimulering van het gebruik van administratieve bronnen voor statistische doeleinden; - uitbreiding van het beschikbare instrumentarium, met name door ontwikkeling van alternatieve benaderingen naast de wetgeving: bij voorbeeld : toepassing van de nieuwe benadering buiten het kader van de regelgeving inzake boekhouding; ontwikkeling van kaders voor het afsluiten van vrijwillige overeenkomsten met de industrie inzake de bescherming van het milieu en met het oog op de "groene" heffingen en belastingen in de Lid-Staten; - vergemakkelijking van de toepassing van de wetgeving door een gedecentraliseerde benadering (voor ...
