(3) The wide range of activities carried out in the Member States (by a public sector body or natural or legal persons) and by various international organisations and programmes such as FAO, the European Cooperative Programme for Crop Genetic Resources Networks (ECP/GR), the Consultative Group on International Agricultural Research (CGIAR), the Global Forum on Agricultural Research (GFAR), the Agricultural Research for Development (ARD) regional and subregional organisations supported by the Community, the European Regional Focal Point (ERFP) of National Coordinators for the Management of Farm Animal Genetic Resources, the European Forest Genetic Resources Programme (Euforgen) and the related commitments of the ongoing Ministerial Conference on the protection of forests in Europe (MCPFE) to which the Community is signatory call for an effective information exchange and close coordination between the Community main actors and with the relevant organisations throughout the world with regard to the conservation, characterisation, collection and utilisation of genetic resources in agriculture so as to enhance their positive impact on agriculture.

On the basis of the innovative new elements introduced into the Council’s common position in connection with the reinforcing of checks and the obligation on the Commission to draw up a report – see the insertion by new article 12 of the common position of a review clause for this regulation – the Commission must also be asked to examine the issue of the effectiveness of the rules on the labelling and traceability of GMOs and the traceability of food and feed produced from genetically modified organisms, detectability of genetically modified DNA or genetically modified protein in products produced from GMOs, using scientific methods.
Op grond van de nieuwe elementen die in het gemeenschappelijk standpunt van de Raad zijn ingevoerd in verband met versterking van de controles en de verplichting voor de Commissie tot uitbrengen van een verslag - zie de invoeging van het nieuwe artikel 12 in het gemeenschappelijk standpunt inzake de toetsingsclausule voor de onderhavige verordening - moet van de Commissie worden verlangd dat zij ook meer aandacht geeft aan de kwestie van de doelmatigheid van de voorschriften inzake traceerbaarheid en etikettering van GGO's en de traceerbaarheid van met GGO's geproduceerde levensmiddelen en diervoeders, de opspoorbaarheid (detectability) met wetenschappelijke methoden van het genetisch gemodificeerde DNA of genetisch gemodificeerd eiwit in met GGO's geproduceerde producten.

With this in view, a three-pronged research strategy needs to be developed: first, the multifunctional role of agricultural and forestry activity must be incorporated into the various production systems as a focus for a new CAP capable of ensuring the sustainable development of rural areas; second, with a view to securing sustainable agricultural production, greater knowledge is needed of the impact of agriculture's negative externalities; lastly, appropriate political mechanisms must be devised to meet these challenges, making it possible to provide farmers with aid in return for the goods and services of public interest they provide (positive externalities), introduce new production methods that are more environment-friendly and help protect genetic resources, geared to individual production systems, improve farm waste recycling techniques, develop alternatives to existing inputs to guarantee production and combat pests and diseases, encourage techniques to combat erosion and the effects of fires and acid rain on forests and, finally, study animal welfare rules while determining the precise economic effects on farms.
De te ontwikkelen onderzoekstrategie dient een drieledig doel te hebben: ten eerste opneming van de multifunctionele rol die land- en bosbouw in de verschillende productiesystemen spelen, als as van een nieuw GLB dat borg staat voor een duurzame ontwikkeling van het platteland; ten tweede verdieping van de kennis van de negatieve bijwerkingen van het landbouwbedrijf om uiteindelijk tot een duurzame landbouwproductie te komen; ten derde het ontwerpen van passende politieke mechanismen om de landbouwers te ondersteunen als tegenprestatie voor de goederen en diensten van openbaar belang die zij leveren (positieve bijwerkingen), om nieuwe milieuvriendelijker productiemethoden die het genetische erfgoed ontzien in te voeren in elk productiestelsel, de technieken voor de terugwinning van productieafval te verbeteren, alternatieve productie-inputs te ontwikkelen ter bestrijding van ziekten en epizoötieën, technieken te ontwikkelen ter bestrijding van erosie en de gevolgen van brand en zure regen in de bossen, en tot slot onderzoek naar de voorschriften voor het welzijn van dieren met het oog op het verwerven van exacte kennis van de economische gevolgen voor de bedrijven.
